Position Protection Programs Coordinator
Location Port-au-Prince, Gonaives or Cap Haitian, with monthly travel to rural areas in other provinces
About RI Relief International (RI), an international relief and development agency with cross-
sectoral programs bridging relief and development, currently seeks a Protection Programs Coordinator to head its child and women’s protection programs in Haiti, for immediate deployment to Haiti.
Position Summary The Protection Programs Coordinator is responsible for leading all aspects of the development, planning and implementation of RI and RI-UK’s Protection Programs in Haiti, including community-based child friendly spaces and the Haiti Women’s Development Center. The PPC will dedicate significant time to program development for future protection programs that complement and build on RI’s existing work in Haiti.

ESSENTIAL RESPONSIBILITIES AND DUTIES:
Child Protection Program
- Assure quality project cycle management of Child Protection Program: Working with the national staff project managers, ensure successful full project cycle management of the UNICEF-funded child protection program
- Donor relations: Represent RI –UK to UNICEF and develop a positive working relationship that leads to future opportunities
- Program Development: Make suggestions, identify opportunities and contribute to the development of concept notes and proposals to other donors or in response to other opportunities, especially where they overlap with existing protection programming.
- Work-plan Preparation: Work with national program staff to develop detailed workplans and plans for spend-down for the grant to ensure organized, efficient work and on-time completion of activities.
- Budget monitoring: Work with Finance and programs staff to ensure program budget is on track, make revisions to the budget, develop projections and monitor spending on a monthly basis.
- Quality Assurance and Field Verification: Visit all program sites to verify that activities are implemented as planned and are high quality, relevant and safe.
- Human Resources: Support and develop child protection team to ensure high staff morale and quality performance, while enforcing RI policies and procedures.
- Monitoring and Evaluation: Ensure that all monitoring and evaluation activities are completed by overseeing recruitment and employment of an evaluation consultant.
- Organize and manage program information: Organize necessary programmatic and operational information to ensure quality program records are in place.
- Communicate program learning: Capture lessons learned, challenges, success stories, and positive models for replication for future programming with UNICEF, and share these with communities, RI headquarters, and the donor.
- Coordination: Carefully coordinate with other agencies and organizations (international and grass-roots) in Haiti so as to prevent duplication of program activities and to encourage collaboration.
- Program Reporting: Be responsible for quality submission of monthly and final program reports and donor reports.
- Representation: Represent RI at Child Protection Cluster meetings and other relevant donor, government and interagency meetings.
- Other tasks as needed.
Women’s Protection Program
- Project Cycle Management of Haiti Women’s Development Center (HWDC): Working with the national staff HWDC Director, oversee and ensure implementation of project activities, which may include site finalization, national staff hiring, recruitment of community trainers, community assessment, coordination with local and national authorities, development of referral pathways, monitoring of progress of site construction, and providing trainings.
- Partnership development. Work closely with identified partners to ensure a smooth roll-out of joint programming at the HWDC.
- Budget and procurements: Carefully monitor expenses with regard to the two grant budgets, as well as be responsible for ensuring RI’s procurement and financial management policies are followed.
- Program Reporting: Update country director and/or HQ program desk with progress of program as required, so as to aid in the reporting to donors and the providing of content to the RI communications department and grant donors.
- Program Development: Contribute ideas for new programs and provide information on additional funding opportunities for the HWDC. Participate in writing and submitting concept notes and proposals, as well as meeting with potential donors to discuss ideas.
General
- Contribute to the smooth functioning of Haiti office: Work closely with other senior managers and national staff department managers to ensure smooth functioning of operations of the Haiti office, and act as Country Director as needed.
- Contribute to other initiatives of the Haiti program as needed
QUALIFICATIONS & REQUIREMENTS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and intense environment. The candidate should have:
- Master’s Degree in Social Work or related field.
- Strong written and verbal communication skills in French and English.
- At least 3 years of international experience working with Protection Programming and community based organizations (child protection, child friendly spaces, women’s empowerment experience preferred).
- Experience working in Haiti preferred.
- Experience working with UNICEF, USAID and private donors preferred.
- Have the willingness and physical stamina to work under conditions that offer minimal shelter, sanitation, and infrastructure support, and have previous work experience in post-disaster settings.
Salary: Commensurate with experience and qualifications.
