Chad has experienced chronic instability since its independence in 1960 and was heavily affected by conflicts in neighbouring countries such as Sudan, the Central African Republic and recently Libya. The outbreak of the Darfur crisis in 2003 has caused a major influx of Sudanese refugees and a flare-up of internal fighting has resulted in more than 150,000 internally displaced people (IDPs) within Chad.

Despite the challenging security situation, the Lutheran World Federation-Department for World Service (LWF-DWS) provides support since 2007, to refugees from neighboring countries, internally displaced people, and host communities. LWF-DWS Chad is now involved in six refugee camps, one IDP integration site and 45 villages of return in three regions of the country. It operates from its N’Djamena office and field offices in Koukou, Farchana, Gaga and Maro.

Funding raised through this appeal will significantly contribute to a larger LWF-DWS humanitarian programme in Chad budgeted at over 4 Million USD of which UNHCR will cover 75%. A detailed budget showing UNHCR’s contribution can be provided upon request. If fully funded, over 100,000 persons will receive direct assistance (with 180,490 indirect beneficiaries). Other ACT Alliance members supporting LWF-DWS’ program in Chad are Finn Church Aid, Diakonie Katastrophenhilfe and Lutheran World Relief.

In the Chad programme, LWF-DWS focuses on durable solutions for return and integration for IDPs, sustainable livelihoods for refugees and host communities, and on protection (conflict prevention, protection and response to GBV). Specific activities in this appeal include elements of psycho-social rehabilitation, capacity building, environmental infrastructure, environmental conservation, sanitation, agricultural and income generating activities.

The appeal project will be implemented in villages around Koukou, Farchana and Gaga in Eastern Chad. LWF-DWS will also provide support to refugees from the Central African Republic who are currently sheltered in two camps around Maro town in Southern Chad. An addition, the needs of host communities will be taken into account ain all project locations.
