BRUSSELS, Dec 18 (Reuters) - The European Commission said on Wednesday it would open a full investigation into Germany's management of renewable energy subsidies, a decision which could lead to higher costs for heavy industry and unsettle investors in green fuel.

It said in a statement it had concerns that some aspects of the German renewable energy law, which exempts heavy industry from green surcharges, were unfair.

The Commission, the EU executive, had been expected to announce the enquiry after it sent a letter to the German government spelling out its concerns discounts to industry were unfair. (Reporting by Barbara Lewis; additional reporting by Madeline Chambers in Berlin; editing by Adrian Croft)
