Working in coordination with the humanitarian community, the IRC Iraq office currently addresses the needs of war-affected Syrians and internally displaced Iraqis from several operational bases in the country. Our activities focus on the provision of food and non-food items, health, protection, women’s protection, child protection, WASH, education, economic recovery and development, and youth and livelihoods. Interventions target populations of concern in the Kurdish Region of Iraq, central Iraq, and in northeast Syria, the last of which form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, and Iraq that seeks to assist refugees, IDPs and war-affected Syrians to survive conflict and displacement.

The IRC currently addresses the needs of war-affected Syrian IDPs in Derek, Syria. Our activities in northern Syria focus primarily on the supply of vital medications and medical equipment, non-food items, hygiene, water and sanitation and child protection and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq, and Syria that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.

As part of its regional effort the IRC is now expanding its operations inside Syria by establishing programs for health, economic recovery and food support to vulnerable families in Al-Hassekah Governorate, Derek, Syria.

RESPONSIBILITIES:
The Supply Chain Coordinator is an integral member of the country management team and reports directly to the Deputy Director for Cross Border Operations. This position is responsible for the management and delivery of effective supply chain support throughout the program in compliance with IRC and donor regulations. S/He is also responsible for maintaining and increasing performance quality throughout the SC team and ensuring stakeholders’ satisfaction by exercising service-oriented practices. Key responsibilities include procurement, transport, inventory, asset, IT and administration management, and management of SC staff.

The Supply Chain Coordinator will:

  • Collaborate and coordinate with Programs and Finance to ensure integrated and harmonized operational systems are in place are adhered to.
  • Collaborate with Finance Controller to ensure that internal controls are met with minimum of bureaucracy.
  • Work with Field Office Supply Chain Staff and Field Coordinators / Program Coordinators to ensure effectiveness, countrywide uniformity of Supply Chain structure and implementation of the IRC’s standard operating policies and procedures.
  • Implement job and site specific trainings to ensure that Supply Chain staff’ possess the knowledge and skills commensurate with their responsibilities.
  • Ensure that Supply Chain policies and procedures are in compliance with applicable IRC and funding source policies, procedures and requirements. All locations and staff act in accordance with the policies. As well as ensuring that the donor specific rules and regulations are followed up.
  • Monitoring and Following up on Supply Chain sections of budgets and track expenditure. Follow up as necessary including timely information and budgetary comments or any realignment.
  • Handle specialized procurements country-wide providing guidance to Procurement staff.
  • Be accountable for efficient and effective management of the fleet for the program, ensuring that monthly Vehicle Usage reports are prepared and act upon any inefficiencies or anomalies identified in vehicle usage.
  • In coordination and collaboration with Program Coordinators finalize Procurement Plans for all grants.
  • Proactively develop the skills of IRC staff to understand and utilize Supply Chain tools and services to design and implement quality programming.
  • Draft Supply Chain Monthly Report and finalize Procurement Tracking for submission to headquarters; regularly share Procurement tracking with other departments in the program
  • Actively participate in grants opening and closing meetings and grants review meetings to provide effective support to programs, ensuring all required documents are prepared in advance and key issues are constructively addressed.
  • Finalize donor reports for assets and inventory and submit to the Grants Department on time.
  • Practice excellent human resource management, supporting the development, promotion and retention of a motivated team of qualified and experienced staff.
  • Coordinate the border crossing activities for programs.

REQUIREMENTS:

  • Advanced degree in Supply chain Management, Supply Chain, Business Management or related field
  • At least 3 years progressive management and leadership experience
  • Experience working with donors including USAID, UKAID, DFID, ECHO, and EU, and knowledge of specific donor guidelines
  • Field experience of managing a large multi-site Supply Chain operation
  • Solid knowledge and understanding of practical Supply Chain Procedures and maintaining supply pipelines in areas with weak infrastructure
  • Strong organizational, interpersonal and communication skills
  • Strong computer competency with word processing, spreadsheets, databases, and other IT skills
  • Possess leadership qualities and willing to exercise initiative
  • Willingness to participate and contribute as a team member, under challenging working and living conditions

Deployment Security Protocols: The assignment will be based in Derek, Syria. Shared housing will be provided.
