DanChurchAid Regional Office in Central Asia (DCA) is looking for consultant(s) to conduct a legal and institutional framework analyses in the field of food securityfor the Right to Food Programmein Kyrgyzstan and Tajikistan. The objectives of the study are the following:

 

  • To conduct a comprehensive overview of the policy, legislative and institutional framework for the food security in the Kyrgyz Republic and the Republic of Tajikistan in order to make recommendations to improve those frameworks. Identify potential entry points where DCA and partners could have maximum impact by entering into dialogue with duty-bearers at different levels, and to provide analytical basis for further actions in the field of achieving the right to food.;
  • To analyse the policy and legislation governing sectorial areas relevant for the food security, identify the gaps, collisions and overlaps in the policy and legal framework with regard to the food security area, and provide recommendations to eliminate selected identified gaps.

 

Qualification requirements

 

Consultant(s) for conducting baseline study should meet the requirements below:

  • Strong academic background: minimum post graduate in legal science;
  • Extensive experience (at least 10 years) in the field of legal advisory/backstopping support provision for international development agencies and non-commercial organisations, preferably within Central Asia (Kyrgyzstan and Tajikistan);
  • Possess a strong understanding of international conventions and national treaties on human rights, national strategies of KR and RT in the field of Food Security, National Strategies for Sustainable Development and other required documents;
  • Proven past experience of holding similar analyses;
  • High level of professionalism and an ability to work independently and in team;
  • Excellent reporting writing skills.

 

The Consultant or groups of Consultants, who meet the qualification requirements to irrespective of the country of origin, are eligible to apply. Detailed Terms of Reference and full Request for Proposal format could be provided upon request.
