The Ebola outbreak in West Africa is unprecedented in scale and in the response required. No previous outbreak has had as many confirmed cases, or as wide of a geographic spread.  The situation is complicated by the relatively open nature of the regions’ borders, inaccessibility of the terrain and the presence of multiple active sites of transmission. The outbreak in Liberia started in March 2014 and has rapidly spread due to pourous borders, insufficient contact tracing, community fears and misperceptions.  The government has instituted a 90 day state of emergency, and deployed its military personnel to assist in the containment.  To date, over 3,000 cases have been either confirmed, probable or suspected, most of them originating from Lofa and Montserrado Counties but increasingly affecting counties like Bong, Bomi, Margibi or Nimba.

 

The IRC is scaling up its response to the Ebla outbreak with an approach that will provide essential support to the Liberian government led response, while ensuring maximum safety of IRC staff. Currently assisting the Ebola response in Lofa in coordination with County and District Health teams, as well as other international and national non-governmental organization, the IRC has just received limited but valuable funding for Monrovia (infection control, contact tarcing, burials and support to investigation management teams) as well as County Health Team Preparedness and Contingency Planning in the South-eastern counties of Grand Gedeh and Maryland where the IRC currently implements Refugee Response Health programming at camp level and in partnership with UNHCR. 

 

SCOPE OF WORK:

The Grants & Information Coordinator (GIC) will be the focal point for leading the development and coordination of proposal writing and Ebola response Information Management in Liberia.  The position is based in Monrovia with regular trips to IRC’s programs throughout Liberia. He/she will report to the Country Director, and will work collaboratively with the sector coordinators, technical advisors, finance controller among others .

 

RESPONSIBILITIES

  • Grants Management & Compliance:
    • Ensure that reports to donors are submitted on time; that reports are coherent and accurate (quarterly, interim or final reports
    • Play a key role in  Grant Opening and Closing meetings, as well as monthly/regular grants management meetings which include representation from each unit (finance, programs, logistics) and ensure proper follow up of issues raised;
    • Monitor and support the use of grants management tools such as FM01, BvAs, procurement planning, hire planning and activity plans amongst program teams to ensure accurate tracking of implementation and timely alerts to potential challenges/obstacles;
    • In coordination with IRC-UK and IRC NY, monitor field implementation of programs to ensure they are in accordance with donor and IRC internal requirements
    • Maintain hard and soft files on IRC Liberia grant portfolio;
  • Proposal Development:
    • Lead the writing of some proposal in accordance with the other grant team and the DDP
    • Liaise with NY grants units, technical units and IRC UK to ensure proposals meet internal standards, apply IRC Program Framework principles and are donor compliant
    • Visits to field sites in order to work directly with program staff on the development of proposals and to regularly visit IRC program activities
  • Communication and Information management:
    • Develop briefing papers and support development of external communication tools as relevant for donor visits/meetings on IRC Liberia as a whole;
    • Develop internal communications tools to increase visibility of IRC Liberia within the organization as well as keep IRC Liberia staff informed on latest projects;
    • To distribute and share with all IRC staff copies of all documentation (grant proposals, reports, budget etc) related to their specific programs;
    • Attend inter cluster situation in the country /coordination as and when DDP/sector coordinators are not available to collect and share information with the members of IRC Liberia program;
    • Develop an IRC branding strategy in line with donor requirements and regulations.

 

QUALIFICATIONS:

  • Master’s degree in relevant field
  • Ability to write clear and concise reports and proposals and to meet required reporting deadlines
  • Excellent oral and written commuincations skills and demonstrated ability to produce and edits documents (reports, proposals) under deadline pressure.
  • Working knowledge of budget development and management
  • Experience working in a multi-cultural setting and in pereference in Africa
  • Competence with Windows, Microsoft Office
  • Ability to work in unstable security environments
  • Previous experience working with international donors in particular UN, US government, and European donors
  • Proficient English and French written and spoken required
  • Participate in all internal program strategy meetings with senior management team
  • Participate in meetings with in-country donor representatives to discuss ongoing and future programs.
  • Keep informed on funding opportunities and other funding appeal, work closely with the DME manager and Technical Coordinators
