In this context, we are looking for a medical doctor or a nurse with good experiences in Primary Health Care and Public. As an EERP Adviser and under the supervision of the medical coordinator he/she is in charge of the implementation, follow up and supervision of the specific health activities of MdM in Nepal implemented directly or through its partners, to the benefit of the Nepalese impacted by the earthquake.

MdM is present in Népal since 1995 through different health intervention (TB/HIV, maternal and new born program, Microfinance etc.). Since 2007 till 2015, MdM was implementing in Sindhupalchowk District a maternal and newborn health program according to the Ministry of Health and Population (MoHP) strategy, to improve the maternal and newborn health in the district using an integrated approach, combining health service support, community awareness and microfinance activities.

On 25th April 2015 (12 Baisakh, 2072), a massive earthquake measuring 7.8 in the Richter scale was experienced in Nepal. Barpak VDC in Gorkha district, 80km northwest of Kathmandu was the epicenter. Continued aftershocks followed throughout Nepal with one reaching a magnitude of 6.7 the following day. On 12th May 2015, another large aftershock with a magnitude of 6.8 hit Nepal incurring more losses of lives and infrastructure, particularly in Dolakha and Sindhupalchowk districts. In Sindhupalchowk, more than 3500 people lost their lives, thousands of others got injured, and it is estimated than 70% of the infrastructures have been destroyed. More than 90% of the health facilities (75) were destroyed or damaged letting the population with no access to health services while leaving in very remote areas.

The objective of EERP Adviser of MdM project are: -To implement the medical part of the Early Recovery Response Phase of MDM in Nepal through close collaboration with the Medical Coordinator. -To support the management of the rehabilitation and refurbishments of all the planned health facilities to be prioritized in the focused areas in Sinhdupalchowk district. -To ensure the coordination at Chautara level, especially for those working at the Health Cluster level ( DHO, WHO and the other health NGOs- international and local). -Provide regular direct coordination with DHO for regular coordination and dialogue on improving all the health activities that MDM is doing for the district. -Support the Medical Coordinator in the implementation and preparation of the training activities that is planned for the focused VDCs.

These objectives will be reached through activities which have to be adapted to the context.

He/she works under the direct supervision of the Medical Coordinator.

He/she is working in close cooperation with the coordination team to make sure the medical aspects are suitable and responding to the programs objectives, and to integrate and readapt them according to the development of the context and the mission.

He/she can participate in new assessments and program if needs arise.

Medical project -In partnership with Logistic Team of MdM, will work closely to implement MdM rehabilitation and refurbishments of damaged health facilities, under technical supervision of medical coordinator -Through support from Medical Coordinator, Implement the trainings that have agreed and planned for the local health workers and the community leaders like the FCHVs in the focused VDCs. -Coordinate with Solidarite on all the WASH related activities that will impact the health programs of MdM. -Provide technical support in the better implementation of the referral system for emergency cases. -Provide technical support in surveillance , plus outbreak diseases at the district, in collaboration within MdM and with coordination with DHO, WHO , Solidarite and with other possible partners. -Be active on all issues relating to emergency preparedness and community mobilization activities on primary health care.

Needs assessment -With the medical coordinator, proposes based on needs defined by assessments, meetings etc…

Coordination -Participates to internal meeting -On Medco request, participates to external meeting (other NGOs, cluster, partners) -Participates to the MdM monitoring process -Elaborate daily/weekly medical reports with the coordination

Status : Volunteer - VSI

Duration : 3-5 months

915 euros / month + perdiem

ASAP

Doctor of Medicine or nurse with Primary Health Care and Public Health background
Minimum of two (2) years working with NGOs or government agencies in planning and implementation of health emergency response and disaster risk reduction
Strong skills in managing a team, health assessment, collaborating with stakeholders, and providing technical support on emergency response and disaster risk reduction
Very good team player
Be a good leader and a follower
Strong knowledge monitoring and evaluation
Can easily adapt to a difficult remote situation in the covered areas and/or office location
