BACKGROUND:  The International Rescue Committee, one of the world’s largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The Ebola outbreak in West Africa is unprecedented in scale and in the response required. No previous outbreak has had as many confirmed cases, or as wide of a geographic spread.  The situation is complicated by the porous nature of the regions’ borders, inaccessibility of the terrain and the presence of multiple active sites of transmission. The outbreak in Sierra Leone started in May 2014 and has rapidly spread due to pourous borders, insufficient contact tracing, community fears and misperceptions. 

 

Currently the IRC is the lead organziaiton in the Ebola Response Consoritum (ERC) comprised of ten international NGOs working in all districts of the country on Infection Prevention and Control (IPC) in primary health care facilities and ebola disease surveillance.    The IRC will directly implement activities through the ERC in three districts – Bo, Kenema and Kono.  In additional to the ERC, the IRC has existing health programs in Kono and Kenema districts supporting maternal, newborn and child health programs.  Prior to the Ebola outbreak, the IRC was supporting two maternity wards and blood banks in Kono and Kenema Governement Hosptials, 169 Peripherial Health Units (PHUs) in the two districts,  over 3,500 Commuity Health Workers (CHWs) implementing Integrated Community Case Management (iCCM), and supporting the distirct health system to ensure the programs are of quality and sustainable.  While these programs have changed since the Ebola outbreak, the IRC is continuing to support the continuation of primary health care.  

 

SCOPE OF WORK:

The IRC Health Program has been supporting a comprehensive reproductive, maternal and child health program, supporting 169 primary health care facilities, 3,500 Community Health Workers (CHWs) and the maternity ward and blood bank in Kenema and Kono Government Hospitals since 1998. The IRC continues to support the continuum of care during the Ebola outbreak, and continues to collect this data throughout the crisis.

 

The Health Information System Manager will compile the data by program and by geographic region, and support the development of improved health information systems within the IRC’s health program. Analysis will be conducted to assess trends in key primary health care indicators before and during the Ebola crisis, present the data visually and interpret the data to discuss trends and needs. The Manager would also identify and strengthen weak areas of the data collection system and train national M&E staff on data analysis to guide decision making for these health programs.  

 

Overall, strong information systems would enable IRC to take a more long-term approach, improving the health systems not only during the outbreak but also for the recovery context. The IRC worked closely with Sierra Leoneans before Ebola and we are committed to staying throughout the battle and into the recovery period.

 

SPECIFIC ROLES INCLUDE:

  • Review, clean and upgrade existing Excel databases
  • Design an analysis plan and a reporting structure that can identify trends and needs
  • Maintain the databases (tasks include data entry and data cleaning)
  • Carry out analysis and data visualization
  • Conduct trainings and build the capacity of the Health M&E staff

 

REQUIREMENTS:

  • Master’s degree in public health, biostatistics, social sciences
  • At least one year of experience in developing and maintaining health (or other) information systems
  • Experience working in a multi-cultural setting and in preference in Africa
  • Demonstrated skills in data analysis using a software package
  • Excellent working knowledge of Microsoft Excel and data visualization
  • Previous experience in a developing country or in an emergency
  • Ability to start immediately
