Contract length: 12 Months Renewable


The role

The Head of MEAL will bring significant experience and fresh ideas to develop and implement realistic MEAL strategy and systems, ensuring that such systems are institutionalized within the existing project cycle management framework, and that staff have the capacity to implement the revised systems. S/he will be self-assured in lobbying for resources and promoting MEAL throughout the organisation and will have outstanding interpersonal skills.

The Head of MEAL will work with the Field Managers to ensure that all development and emergency projects are continually monitored; lessons are documented and communicated to inform ongoing implementation and future programming. S/he will guide, advice, and support building of the capacities of field teams in these areas in order to achieve outcome/impact focused projects and accountability to beneficiaries in line with SC and donor policies and practices. S/he will maintain a central and systematic information management system whereby relevant project information, data and lessons of programs are accessible for use as required.

The Head of MEAL will report to the Country Director, keeping him/her updated with program and projects situation towards objectives through regular monitoring and supervision by the MEAL team.



Qualifications and experience

Required

· Masters degree in social sciences or development or very substantial relevant professional experience;
· Excellent spoken and written English. Strong spoken and written French;
  • Computer literate and very confident in using Word and Excel;
  • Excellent interpersonal skills and the ability to interact well with people of all backgrounds, excellent relationship building skills;
  • At least 4 years experience of working in MEAL roles;
  • Experience of working in all aspects of planning, monitoring and evaluation, including: system design, programmatic audits, systematic tracking and analysis, evaluations, surveys, assessment systems, capacity building and training;
  • Experience of integrating quality standards in programmes and of implementing accountability initiatives, such as child participation, information sharing and complaints response mechanisms;
  • Management experience;
  • Previous experience of successfully securing MEAL resources and managing a budget;
  • Good organisational skills, the ability to pay close attention to detail and capable of reporting in a timely manner;
  • A confident, flexible and initiative-taking attitude with the ability to work independently, to be proactive in working with others, a willingness and commitment to work long hours and/or over weekends and to visit field sites;
  • Commitment to and understanding of SCI’s aims, values and principles.

Desirable

  • Technical expertise in one of main sectors (health, WASH, livelihoods, nutrition, education, child protection);
  • Previous experience of working on MEAL in both development and emergency contexts;
  • Strong financial management skills and experience of feeding into proposal development;
  • Experience of working in West Africa;
  • International experience with an NGO.
