What PAH is about:

Polish Humanitarian Action (PAH) is a Warsaw-based international non-governmental organization which for more than 20 years has been providing assistance to civilians suffering as a result of the armed conflicts, humanitarian emergencies and natural disasters in more than 40 countries worldwide.

PAH concentrates on ensuring sustainable and stable development of regions suffering the consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), as well as Nutrition and Education. PAH mission in Ukraine:

PAH is present in the Eastern part of Ukraine since August 2014. From the very beginning, the primary focus of the organization was to deliver humanitarian aid to the most vulnerable groups of conflict affected population. For 11 months of presence in the conflict affected areas, PAH provided assistance to IDPs, elders and single mothers with children in Ukrainian government-controlled territories as well as for elderly and disabled persons in non-government controlled territories. Since August 2014 PAH provided help for more than 20 000 people throughout 67 emergency interventions mostly in Food, Health and Shelter/NFI clusters.

In March 2015 PAH started long-term support of the most vulnerable elder population living in the non-government controlled territories. During the period of the project implementation PAH served more than 30 000 hot meals in 10 canteens located in non-government controlled Donetsk City. During the project implementation, canteens became a place where socially isolated elders could gather and socialize. During 11 months of presence in Ukraine, PAH has strengthened its capacity and built the managerial structure. PAH holds representation office in Kiev and operational bureau in Donetsk.

 

Senior Project Coordinator will oversee food security and livelihoods programs in crisis-affected regions. The Eastern Ukraine based postholder will additionally oversee the NFI and Shelter. She/He will lead on programme implementation, planning, master budgeting, recruitment, management and coordinating procurement in the field locations. Furthermore, the Senior Project Coordinator will lead on programme design, proposal writing, coordination and capacity building and will work with Monitoring&Evaluation staff on assessment, monitoring and evaluation activities. The postholder will be expected to do this through significant mentoring and coaching of national staff.

Main responsibilities

Needs Analysis and Program Design:

  • Support design and organization required for assessments, baselines and evaluations
  • Contribute to situation/response analysis and development of food security and livelihoods strategy documents & sector response plans
  • Contribute to program design and proposal development

Program Management:

  • Implement project activities ensuring that services are delivered on time and on budget
  • Continuous improvement of the program quality and its relevance
  • Ensuring proper M&E and data collection
  • Reporting
  • Responsibility for annual budget of approximately 900 000 USD
  • Communication with donor
  • Representation of PAH at provincial clusters and other relevant meetings
  • Supervision of national team of approximately 10 - 12 persons
  • Supervision of project purchases and adherence to the procurement guidelines
  • Planning and supervision of project logistics (especially transportation) in conjunction with logistician
  • Facilitation of communication between the field and Head Office in Kiev
  • Strict adherence and respect of all security and safety rules and regulations set-up by Head of Mission
  • Application of the security rules in the field
  • Collaboration with local authorities (State authorities, local leaders, local administration), and other INGOs, UN agencies and any other relevant actor
  • Prepare timely programme and donor reports on project activities

What PAH requires:

  • University Degree in relevant field (Management, Logistics)
  • At least 2 years of management experience in emergency, fragile state or development programmes in an emergency context
  • Experience with management of humanitarian/development projects of relevant scale
  • Analytical and problem solving skills
  • Fluency in written and spoken English (C1/C2)
  • Good level of Russian (B2)
  • Ability to work independently, systematically and plan effectively
  • Experience with leading a team:
  • Ability to motivate and develop skills of others
  • Ability to work in difficult conditions and under pressure
  • Good capacity to work in multi-national teams
  • Cultural sensitivity, work/travel in development countries is a great advantage
