The IRC has been present in Eastern Chad since 2004, providing support to Sudanese refugees (and host communities) in 3 camps located near Hadjer Hadid & Amdjarass towns, providing services in the fields of Health, Reproductive Health, Nutrition, EH & Education. The IRC launched a health intervention in the Bahr El Gazal region in October 2010 (to respond to the nutritional crisis induced by a severe drought) and another health program in May 2011 in Faya (Borkou region) to support Chadian migrants coming back to Chad after the war in Libya. In 2011, the IRC implemented an emergency cholera response in Abeche, Eastern Chad. The IRC started to support health and nutritional service provision in April 2012 to respond to spiking rates of severe acute malnutrition in the Guera Region, Central Chad. Since January 2014, the IRC has been responding to the influx of refugees and Chadian returnees from CAR by providing health, nutrition, education, gender-based violence and environmental health services in various transit sites across the region.

SCOPE:
IRC Chad is currently looking for a Supply Chain Coordinator, based in Ndjamena in Chad, who will be responsible for the overall supply chain function of IRC Chad.  We need a person with excellent management skills, problem solving skills, and someone who can work well with others and lead their team with integrity.  We offer a competitive salary and excellent opportunities for professional and personal growth.   This position will report into the Deputy Director of Operations and will directly manage  four (4)staff members.

RESPONSIBILITIES:

Compliance: Ensure that Supply Chain policies and procedures are in compliance with applicable IRC and funding source policies, procedures and requirements. All locations and staff act in accordance with the policies.

Training & Outreach: Proactively develop the skills of IRC staff to understand and utilize Supply Chain tools and services to design and implement quality programming.

Staff Management: Practice excellent human resource management, supporting the development, promotion and retention of a motivated team of qualified and experienced staff.

Asset Management: Ensure proper tracking of all IRC assets throughout the country

Transport: Oversee management of transport fleet for the whole country.

Ensure that vehicles are allocated to program / departments in an efficient manner in coordination with the Field Coordinator

Security: Supply Chain works consistently with Security to maintain required security levels, awareness and responsiveness.

Communication/Coordination: Liaise with other NGOs and the UN agencies regarding logistics matters at the field office;

REQUIREMENTS:

  • University degree in Supply chain Management, Supply Chain, Business Management or related field.
  • At least 3 years progressive management and leadership experience
  • Experience working with donors including USAID, BPRM, UNHCR, DFID, ECHO, and EU, and knowledge of specific donor guidelines.
  • Field experience of managing a large multi-site Supply Chain operation.
  • Solid knowledge and understanding of practical Supply Chain Procedures and maintaining supply pipelines in areas with weak infrastructure.
  • Strong organizational, interpersonal and communication skills.
  • Strong computer competency with word processing, spreadsheets, databases, and other IT skills.
  • Possess leadership qualities and willing to exercise initiative.
  • Willingness to participate and contribute as a team member, under challenging working and living conditions.
  • Experience of working in Africa, and west Africa experience is an advantage
  • Fluent French, professional competence in English.

 


SPECIFIC SECURITY SITUATION/HOUSING:

Staff in Chad must comply with all IRC Chad security policies and procedures applicable to international staff. Accommodation will be provided and will be as comfortable as the circumstances allow.

The position is unaccompanied.
