The Inter-Agency Network for Education in Emergencies (INEE) is a global open network of members working together within a humanitarian and development framework to ensure all persons the right to quality education and a safe learning environment in emergencies and post-crisis recovery. In early 2008, a Working Group on Education and Fragility was established within INEE, as an inter-agency mechanism to coordinate diverse initiatives and catalyze collaborative action on education and fragility. INEE’s 3rd Education and Fragility Working Group was established in August 2014 and held its first meeting in November 2014 (following a 2-year mandate). The current working group is comprised of approximately 25 member agencies engaged in programming, policy development, funding, research and advocacy relating to education in situations of fragility.

The INEE Coordinator for Education and Fragility will work as a member of the INEE Secretariat with the specific aim of fulfilling INEE’s network functions and supporting the activities undertaken by the Working Group on Education and Fragility. He/she will report to the INEE Director, and will collaborate with the chair(s) of the Working Group. All core INEE Network Functions (e.g., community building, filtering, amplifying, facilitating, investing/providing, convening) will be coordinated with the other Secretariat staff under the leadership of the INEE Director in order to ensure coherence and harmonization across activities. While the Coordinator’s first responsibility is to support the Working Group, he/she will also collaborate as appropriate on other network activities as a member of the INEE Secretariat.

The Coordinator will work to achieve the following results:

  • Support the implementation of projects and decisions of the Working Group;
  • Facilitate collaboration and inputs from Working Group members as appropriate and possible on the majority of tasks and activities;
  • build and convey consensus within the Working Group; and
  • promote, deepen and enhance knowledge and work on issues of education and fragility within INEE and beyond.

Specific responsibilities of the Coordinator will be to manage and provide coordination to the activities of the Working Group on Education and Fragility, including:

  • Working Group management and coordination
    • Develop an annual work-plan in collaboration with the Working Group aligned to INEE’s Strategic Plan and in specific INEE’s Strategic Priorities
    • Manage and facilitate the completion of all Working Group activities by guaranteeing satisfactory project management, including managing and coordinating the development of resources and tools as determined by the Working Group’s work plan
    • Build and convey consensus within the Working Group (e.g. facilitating inputs, synthesizing feedback, communicating decisions)
    • Ensure quality communication with and between Working Group members (e.g. planning and facilitating successful meetings and calls, providing quality and relevant updates, and sending clear and concise action requests to Working Group members) and ensuring consistent follow-up
    • Develop and facilitate subgroups, reference/advisory groups and focal points within the Working Group to support activities
    • Provide technical knowledge and inputs to and review Working Group products and deliverables, including resources, network tools and other materials generated by the Working Group
  • Working Group advocacy and promotion
    • Coordinate activities related to the organization and inputs of the Working Group into technical and outreach events (e.g. conferences, meetings) and promote resources, tools and other materials generated by the Working Group’s activities
  • Cross-network communication
    • Provide regular reports on activities and achievements to the Working Group and INEE Secretariat, and post periodic updates and requests over the listserv and website for INEE members to input into the work of the Working Group
    • Facilitate Working Group members' inputs into INEE initiatives and activities across the INEE Strategic Plan, and those of INEE members and other organizations/stakeholders into the Working Group (where appropriate)
    • Coordinate with the INEE Secretariat staff leading communications for the network to ensure quality outcomes
  • Administration, Oversight
    • Recruit and manage staff, interns and consultants as needed
    • Oversee project budgets with assistance from INEE Administration Officer
    • Draft and finalize proposals and reports in collaboration with INEE Secretariat.
    • Other duties as requested in consultation with the INEE Director.

Requirements

  • Higher Education degree in Education (and/or related field)
  • Applicant must have a valid work permit for Switzerland   
  • Must provide a writing sample at time of application.
  • At least 5 years of directly relevant professional experience particularly in the areas of project management and administration
  • Strong knowledge and experience on issues of education and fragility
  • Excellent interpersonal and communication skills and proven facilitation skills working with multiple stakeholders, including UN agencies, donors, local communities, NGOs and governments
  • Knowledge of and experience in utilizing participatory and consensus building processes
  • Excellent writing skills
  • Experience in reporting (technical and financial), financial tracking and budgeting
  • Strong knowledge of the development and humanitarian communities, including donors, governments, the UN system and relevant international and regional organizations
  • Understanding and experience with the use of INEE materials and resources
  • Field experience working in Education in Emergencies contexts highly valued
  • Ability to be flexible and work under pressure in a fast-paced environment
  • Willingness to travel
  • Excellent English language skills required. Good working knowledge of French and knowledge of other languages would prove beneficial

The location of this post will be Geneva, applicants must have authorization to work in Switzerland.
