CARE is seeking a Technical Specialist with a strong background in maternal, newborn and child health who will support the Sexual and Reproductive Health and Rights (SRHR) team's technical proposal development for multiple audiences and donors including individuals, corporates, foundations and institutions (USAID in particular). This may involve supporting and/or coordinating a team to design the proposal, writing the proposal, developing materials to support the proposal (capacity statements, work plans, results frameworks, monitoring and evaluation plans, budgets, etc.) as well as taking learnings from other programs to design new concepts and proposals for new donors. Discussion with colleagues in external relations, country office visits, training and facilitation and support to proposal development including all tasks up to final submission are included in this responsibility. In addition to specific proposal efforts, the Specialist will support strategic resource mobilization system and process level activities to improve the team’s overall capacity to respond to funding opportunities. The Specialist will bring SRH experience and understanding, with a focus on maternal, newborn and child health, and additionally provide SRH technical assistance as needed.
 

Responsibilities

  • Support resource mobilization and business development efforts, particularly related to proposal development
  • Support identification of potential opportunities aligned with SRHR’s core competencies
  • Conduct research and collect and analyze information about donors, partners, and competitors
  • Support pre-bid and live proposal management processes
  • Write technical sections of proposals
  • Coordinate writing inputs from partners, working with content specialists across CARE
  • Support and develop capacity statements, value propositions, briefs and marketing materials 
  • Liaise with other fundraising departments at CARE to support SRHR resource mobilization efforts across multiple donor types
  • Support development of tools and processes for resource mobilization 
  • Support knowledge creation, sharing, learning and representation 
  • Support strategic engagement with external groups
  • Offer SRH technical/programmatic support, particularly in the area of maternal, newborn and child health, and deployment to country offices
  • Support service delivery strategy development and implementation for accessing hard-to-reach populations and youth, including the identification of opportunities to integrate MNCH services within non-MNCH health services and non-health sectors, such as agriculture, environment, WASH, and economic empowerment

Qualifications

  • Master's degree in Public Health, International development, or related field
  • 3+ years’ experience in resource mobilization and proposal development/management
  • 3+ years’ experience in international development program implementation/management 
  • Experience designing and implementing health-related programs in developing world contexts
  • Experience in development of proposals for large and small donors, including USAID
  • Experience in integrated health, maternal and newborn health, comprehensive reproductive health, community-based research, or some combination of above 
  • Strong background in SRH, particularly in the area of maternal, newborn and child health
  • Experience conducting technical assistance for maternal, newborn and child health
  • Strong skills in developing knowledge products to support resource mobilization and partnership development efforts
  • Strong skills in planning and organization, partnership and collaboration
  • Outstanding organizational, writing and communication skills
  • Ability to work independently and manage multiple priorities
  • Proficiency in Word, Excel, and PowerPoint
  • Up to 30% travel

Desired Skills

  • Fluency in French or another foreign language preferred
  • Significant experience with USAID proposals
