IRC has worked in Liberia since 1996 and is one of the largest humanitarian actors in the country. On March 31, 2014, the Ebola Virus Disease (EVD) was identified as an outbreak in Liberia. Progress was made towards containing the initial phase of the outbreak. However, beginning on May 29, 2015, a second wave of cases was identified. Because of community misconceptions about EVD, the weak health systems of the affected countries (originally Guinea, Sierra Leone and Liberia), and inexperience dealing with Ebola, the outbreak spread beyond the Ministry of Health or implementing partners’ abilities to address it. As a result, on August 8, the World Health Organization (WHO) declared the Ebola outbreak in West Africa a Public Health Emergency of International Concern. As part of the organizational mandate to respond to emergencies, the IRC quickly diverted existing funding and raised new funds for critical EVD prevention and response activities in target areas. Since then, the outbreak has been largely contained, but as recent resurgence has demonstrated, the possibility of future outbreaks remains.

Given the evolving context of the emergency, and in line with GoL priorities, the IRC has secured and is seeking additional funding to transition support the transfer of capacity to prevent, detect and respond to EVD as well as other epidemic prone diseases to the Ministry of Health (MOH) while supporting the concurrent restoration and strengthening of health and social services. 

SCOPE OF WORK

 

The Grants Manager will support the Lofa County Field Offices in administering the county’s grant portfolio, which has grown exponentially in recent months due to IRC’s heightened Ebola response and recovery programming. The position is based in Zozor, Lofa County with regular trips throughout the County. He/she will report to the Voinjama-based Field Coordinator, and will work collaboratively with the Health sector coordinators and Grants Manager based in Monrovia, who report to the Deputy Director of Programs, and finance controller, among others. The expected start date of this position is September 1, 2015.

 

RESPONSIBILITIES

 

  • Grants Management & Compliance:
    • As directed by the Field Coordinator, edit or draft all donor reports and ensure that reports are of high quality and submitted for review on time;
    • In collaboration with the Field Coordinator, schedule all  Grant Opening and Closing meetings, and track actions points for follow-up;
    • Assist the Grants Manager based in Monrovia to maintain grants management tools, such as funding trackers, reporting calendars, templates, and compliance guideline documents;
    • In collaboration with the Field Coordinator and Sector Coordinators, devise solutions for under/over-spending and other implementation challenges;
    • With support from IRC’s HQ grants staff, field donor compliance questions from IRC Liberia program and finance staff to ensure compliance with donor regulations; 
    • Maintain hard and soft files on IRC Lofa grant portfolio
    • Provide and/or produce grants-related information for inclusion in regular situation reports and other internal/external communications.

 

  • Proposal Development:
    • Assist the Field Coordinator in writing proposals and program amendments;
    • Coordinate with the Monrovia-based Grants Manager the management of the review of proposal through IRC’s electronic proposal database, OTIS;
    • Support the Field Coordinator, Finance Controller, Supply Chain Coordinator, technical program leads, and Senior Management Team on the development of program budgets;
    • Conduct regular monitoring visits to field sites in order to work directly with program staff on the development of proposals and reports;
    • As needed and instructed by the Field Coordinator, conduct meetings with staff regarding funding opportunities, progress updates, and other fundraising initiatives

 

QUALIFICATIONS

 

  • Bachelor or Master degree in relevant field;
  • 1-2 years of experience in a business development role, preferably with an NGO
  • Demonstrated experience with coordinating funding proposals and progress reports from institutional and private donors
  • Excellent oral and written communications skills and demonstrated ability to produce and edits documents under deadline pressure
  • Working knowledge of budget development and management
  • Experience working in a multi-cultural setting and preferably in West Africa
  • Competence with Windows, Microsoft Office, etc
  • Ability to work in stressful environments
  • Proficient written and spoken English

OTHER DETAILS:

 

HOUSING:  

The position is base in Zorzor, Lofa County, Liberia. This position is unaccompanied. International staff are provided with IRC staff housing, close to the office, and access to transportation.

 

 

SAFETY & SECURITY SITUATION:

 

All international Staff must comply with all IRC Liberia security policies and procedures. While there is a great deal of media coverage about the risks of working in an Ebola affected country, both the CDC and WHO have stated that the highest risks remain for those directly treating Ebola patients which this position would not be involved in. Furthermore, you will be working with a team of fellow international staff who continue to work confidently in the country, following robust IRC hygiene protocols to minimize any risk. At any point the position holder has the option to end the assignment should you feel unsafe in any way, with no repercussions in terms of employment in other IRC programs.
