Contract length: Open ended

The role
Working with delegated authority, the role holder provides the necessary continuous and consistent operational support and management advice to regional offices and when necessary country offices / specific humanitarian responses in order to ensure the delivery of high quality programmes. They will assist in the development of strategic approaches that take full account of the breadth of programming needed, and support regional and country offices to deal with key operational challenges across a range of contexts.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job description and be able to vary working hours accordingly.

Qualifications and experience
* Substantial direct experience of designing and implementing highly operational programmes for an international non-governmental organisation, in a senior managerial role
* Sound knowledge of the wider humanitarian and development sector, including personal or professional networks, and the current humanitarian and development institutional, legal and policy environment
* Experience of working in insecure environments, and drawing up or revising security guidelines
* Proven record or flair for strategic planning and/or project management
* Clear analytical skills and the ability to assimilate and process information on humanitarian and other issues
* Effective communication skills, written and verbal, and the ability to present arguments clearly and effectively to a wide range of internal and external audiences
* Excellent inter-personal and leadership skills, and ability to work within and / or lead large and diverse teams in often stressful environments
* Understanding of monitoring and evaluation
* Creative, strategic thinker
* An ability to manage a complex and varied workload, perform to tight deadlines, and first-rate planning and time management skills
* Ability to travel, often at short notice, and occasionally to remote and insecure locations
* Fluent written and spoken English as well as relevant other language, e.g. French, Spanish or Arabic
