Operational context/role
The JRS International Human Resources Coordinator promotes policies and practices that ensure the effectiveness of JRS personnel in responding to the needs of refugees. S/he functions as the principal advisor to the international, assistant international, regional directors and regional human resources officers on all HR-related matters. Responsible for the coordination and supervision of HR activities in the 10 JRS and the international office, the Human Resources Coordinator ensures consistency and uniformity in the implementation of relevant policies and guidelines, best practices and promotes the welfare of JRS staff worldwide.

Responsibilities

  • Develop and ensure the implementation of JRS HR policies in keeping with the mission, vision and values of JRS;
  • promote the welfare of JRS personnel internationally by accompanying and working with the regional HR officers to maintain and develop good practices;
  • contribute to staff development by facilitating the building of solid teams and strong teamwork in all JRS regions;
  • assist regional and country directors in the professional review of the work of staff through the use of six-month appraisals;
  • design, implement and reinforce the JRS policies on prohibition of sexual exploitation and abuse (PSEA);
  • assist regional and country directors in reviewing policies on remuneration of operational staff, security, health insurance and other related welfare provisions;
  • authorise any deviation from the salary scale for core staff;
  • help regional and country directors to implement and monitor the provisions of the JRS Code of Conduct and to deal with breaches of the aforementioned code;
  • support, guide and organise in close liaison with regional and/or country directors the recruitment and orientation of core staff;
  • help regional and country directors, as well as regional HR officers, deal with staff grievances or disputes;
  • undertake field missions to investigate alleged cases of misconduct;
  • conduct periodic reviews of staff needs and profiles in field operations;
  • act as a focal point for security in the international office and field operations;
  • ensure the continuous rolling out of security training and awareness throughout JRS, including the organisation of annual refresher courses;
  • prepare induction/orientation programmes and materials for newly-recruited staff to facilitate their integration in JRS;
  • develop learning/training materials for existing staff to ensure they are given appropriate training opportunities contributing to their professional development;
  • develop training materials, and organise and deliver training in the regions on HR related issues;
  • ensure staff work-related areas are able to gain access to guidance, counselling and stress-management services;
  • liaise with international personnel agencies who send staff to work in JRS, e.g. Délégation Catholique pour la Coopération (DCC), Volunteer Missionary Movement (VMM) and Alboan.
  • authorise the engagement of consultants when required; and
  • maintain and update roster of candidates.

Qualifications

  • Advanced university degree in personnel management, business or public administration, law, political science or a related field;
  • seven years of experience working for an international governmental or non-governmental organisation with field operations; previous field experience performing similar functions in large and complex operations highly desirable;
  • excellent interpersonal skills, empathic listening abilities and an understanding of the JRS pastoral approach to service;
  • demonstrated ability to build staff capacity and to work in a multicultural environment;
  • working experience in the humanitarian world, especially in difficult and stressful circumstances and conditions;
  • ability to work well under pressure to competing deadlines;
  • proven ability to work independently and with minimum supervision and in taking initiative to solve work-related problems;
  • excellent drafting and communication skills, including the ability to make presentations and write reports.
  • excellent computer skills;
  • willingness to travel regularly to regions in need of HR-related assistance and support;
  • fluency in English and French required. Working knowledge of Spanish is highly desirable; and
  • right to work in the EU required. Applicants will not be considered unless they have permission to work in the EU.

Conditions

  • Contract is for two years, renewable with an initial six-month probation period.
  • JRS remuneration policy is in keeping with the JRS ethos to offer effective and professional services and at the same time express solidarity with the people served. The salary is calculated with the use of a post-adjustment multiplier and takes into account years of relevant experience and degree of responsibility of the role.
