The role (Based in Sevre/Mopti)

The Field Office Manager (FOM) is responsible for establishing security, administration, monitoring and financial management and the establishment of structures and systems (MEAL), to ensure the overall quality of the humanitarian response, goals, and results, in the programme area under his responsibility.

He / she ensures the compliance and maintenance of the systems put in place, to the donors requirements and policies and Save the Children procedures to ensure successful implementation of planned activities, while maintaining compliant to of Save the Children International (SCI) values, vision and the vision.

The FOM represents Save the Children to the Government representatives (Technical and administrative Department and authorities), donors, partner organizations, local institutions and the media.

S/he is responsible for the operational management of the humanitarian projects portfolio in collaboration with relevant partners and technical departments. S/he oversees and supervises the program teams maintaining a good working environment to achieve the objectives and the impact of SCI humanitarian response objectives in the Region.

Qualifications and experience

Essential

  • Significant management experience working in an emergency response contexts or fragile states
  • Previous first phase emergency response experience is essential
  • Previous experience of managing a multidisciplinary team
  • Previous experience of project management, including multi sector programmes
  • Budget management experience including institutional donors
  • Security management experience in insecure environments
  • Field level representation with key stakeholders and co-ordination with other NGOs.
  • Demonstrable comprehension of M&E and beneficiary accountability
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication skills
  • Strong influencing skills and experience in advocacy
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken French and English
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working environments.
  • Commitment to the aims and principles of Save the Children. In particular, a good understanding of the mandate with a focus on children and an ability to ensure this continues to underpin our support / activities.

Desirable

  • National level representation with key stakeholders and co-ordination with other Non-Governmental Organizations (NGOs) and United Nations (UN) agencies when required.
  • Fluent in French and English
