BACKGROUND

The IRC is one of the leading providers of high quality programming for refugees resettling to the United States.  The mission of the IRC’s US Programs (USP) Department is to create opportunities for refugees to survive and thrive in America.  The IRC’s USP Department currently provides services in 25 U.S. cities and through the IRC’s Resettlement Support Center (RSC) in East Asia. The USP portfolio has grown to encompass a spectrum of support with numerous local partners, hundreds of corporate, foundation, and government donors, and thousands of individual givers. The distinctive components and programmatic endeavors of USP are represented and guided through the USP Roadmap 2015-2020 which contains five key outcome areas: Health, Safety, Education, Economic Wellbeing and Power. The IRC is committed to developing innovative, context-specific programs in response to strategic funding opportunities with a range of local, state and US Federal Government agencies, as well as private foundations and corporations. The IRC resettles approximately 10,000 refugees annually and has over 600 staff and 3,500 volunteers.

 

JOB OVERVIEW

The Program Manager (PM) works closely with the Program Officer to ensure that the field offices receive the necessary support from headquarters. The Program Manager provides support and guidance to the Atlantic/Central Region’s field offices in two key areas: field office management and technical support for program and grants.   The Program Manager plays a critical role in helping the field offices to navigate headquarters processes and ensuring field offices deliver quality products.  This is a temporary position.

 

MAJOR RESPONSIBILITIES

  • Review and edit all proposals and letters of interest under a designated threshold
  • Provide technical support to the field offices in writing proposals under a designated threshold
  • Provide support to the Program Officer in submission of proposals and grant modifications, including liaising with various departments to obtain required approvals and ensure proposal packages are complete.
  • Respond to interdepartmental, field and external requests for information
  • Assist with preparation for donor required field office monitoring
  • Track expenditures against the Regional Discretionary Fund
  • Liaise with the Finance Department to request funding source and sub-grant codes for the field and relay proper documentation back to the offices.
  • Support the field in completion and submission of anti-terrorism forms
  • As  needed, support the organization of regional meetings and Executive Director conferences
  • Responsible for various administration functions and processing the requisite forms:
    • Consultant contracts
    • Travel requests, Time & Effort reporting and leave requests
    • Support financial processes, such as reimbursement requests (TERs), new vendor forms, accounts payable, wire transfers, etc.
    • Support HR functions, such as position request forms, status change form and termination forms
  • Provide coverage when Program Officer is absent.
  • Other duties as assigned.

 

JOB REQUIREMENTS

  • Bachelor’s degree in a related field (Education, Sociology, Political Science, Social Work, etc.)  required;
  • Minimum two to three years related non-profit work experience.
  • Proven writing and editing skills: the ability to draft and edit memos, letters, reports and proposals;
  • Solid organizational skills, with a proven ability to prioritize projects with attention to detail;
  • Excellent computer skills: MS Word, Excel, and database software.
  • The ability to work independently and productively in a fast-paced environment – initiative to problem solve within the job parameters is essential;
  • Experience working with US Government preferred.
  • Excellent communication and interpersonal skills and the ability to effectively manage a variety of relationships;
  • Research and analytical skills.
