Oxfam is making urgent plans to scale up significantly in Sierra Leone and Liberia, aiming to reach up to 4 million people in the two countries. It is imperative that immediate action is taken in the next 60 days to bring the infection rate down because it is out of control. If we are going to meet this challenge, we need a team of skilled humanitarian specialists.

As a result we are looking to recruit experiencedPolicy specialist (s), as soon as possible for a fixed-term period of approximately 4 months (possibly extendable)forLiberia.

Key Responsibilities/Objectives:

Lead Oxfam policy and advocacy work for the Liberia context

  • Develop and deliver a plan of advocacy work around the response in Liberia – this will include identifying key policy and research products to be developed. This should draw from the regional Ebola advocacy strategy.
  • Build strong relationships with humanitarian programme staff to ensure policy work builds on programme and country realities.
  • Work closely with Ebola media and info/comms colleagues to pursue advocacy objectives within Liberia.
  • Attend external meetings with high-level lobby targets, coordination meetings.
  • Contribute updates on advocacy work in Liberia to the sitrep.
  • [In the longer-term, identify food security and inequality issues as they develop and work with other organizations/programme colleagues to take forward advocacy work on these issues].

Contribute to the confederation-wide policy work on Ebola

  • Share regular analysis, meeting notes information from Liberia context to Ebola.RIC
  • Attend ebola.RIC calls or if not possible, contribute updates prior to the call
  • Contribute to policy products (through text contributions, providing context and analysis)
  • Provide support to the country team to host high-level visitors to Liberia, as required.
  • Work with the ebola media lead in Liberia and the region to provide information/analysis for Q+As, key messages
  • Solicit input/comments from Liberia programme colleagues around confederation policy activities/products as required.

Develop relationships with key targets and actors in Liberia

  • Build relationships with NGOs in Liberia and identify/deliver joint advocacy work.
  • Collaborate with the CD and Senior Ebola Programme Manager to build relationships with key targets and undertake advocacy work as required. (Liberian government, UN, donors, private sector actors, others).

Skills and Competence:

  • Experience as a policy officer/advisor. This should include experience of undertaking research, providing analysis and policy, effective lobby skills, ability to articulate and argue points.
  • Relationship-building skills.
  • Experience of working in a humanitarian context or on humanitarian policy issues.
  • Ability to be able to deliver high-quality policy analysis within short timeframes.
  • Be calm and able to work effectively under high pressure and stress.
  • Able to multi-task effectively, managing the multiple demands of country, regional and global level colleagues whilst also delivering on projects.
  • Willingness to travel to Ebola-affected countries
