The role:                                               To be the focal point for the WASH response in Kachin, managing a small team of Engineers and Public Health Promotion Advisors and supporting closely Oxfam’s implementing partners.

KEY RESPONSIBILITIES:

 

  • Leading a mixed team of PHEs and PHPs providing support to 2 national partner NGO’s who are leading a full WASH response in 47 IDP camps (total 22,500 beneficiaries) as part of a combined WASH/EFSL programme.
  • Act as the primary focal point for WASH between Oxfam and partners, ensuring a strong and positive working relationship with mutual respect.
  • Primary responsible person for the technical leadership of the Kachin WASH project
  • Working closely with the Emergency Food and Livelihoods team to develop integrated programming that is contextually appropriate
  • Representing Oxfam’s WASH programmes at Kachin level WASH cluster meetings and to other partner agencies
  • Providing Engineering and Hygiene Promotion technical support to Oxfam and Partner staff as required
  • Liaison and coordination with local government, village leaders, WASH cluster and other NGOs
  • Track and plan WASH programme expenditure in line with WASH programme budget and report on WASH budget expenditure and projections to support the Programme manager
  • Contribute to donor proposals and reports, compiling all WASH data and information and writing the first draft versions.
  • Work with logistics to ensure timely procurement and distribution of water and sanitation engineering equipment, through detailed bill of quantities, delivery schedules of local materials etc.
  • Accompany partners and Oxfam led implementation of WASH activities and provide constructive support
  • Training and capacity building of WASH actors and government authorities in emergency response
  • Apply Oxfam’s Minimum Requirements for WASH programmes (MR-WASH), which includes considerations for technical, protection, gender and accountability to beneficiaries in the implementation of activities
  • Identify gaps in WASH coverage and develop the programme in accordance with these gaps.
  • Technical input to inter-agency technical working groups

SKILLS AND COMPETENCE:

 

  • Experience and skills in participatory approaches such as Participatory Hygiene and Sanitation Transformation (PHAST), Participatory Rural Appraisal (PRA) or Community Led Total Sanitation (CLTS) are an advantage.
  • Experience and skills in WASH infrastructure
  • The ability to manage a team and work well with partner organisations.
  • Knowledge and/or experience of social marketing is an advantage but not essential as training will be given.
  • Excellent communication and negation skills.
  • Ability to develop good and supportive coaching and mentoring relationships with partner’s WASH team members, partner’s hygiene promoters and camp based hygiene promotion volunteers.
  • Ability to work as a team player in a challenging environment
  • Sensitivity to the needs and priorities of disadvantaged populations.
  • Demonstratedexperience of integrating gender and diversity issues into public health promotion
  • Assessment, analytical and planning skills
  • Good written reporting skills in English
  • Diplomacy, tact and negotiating skills
  • Training, mentoring and coaching skills.
  • Good communication skills and the ability to work well in a team.
  • Ability to work well under pressure and in response to changing needs.
  • Ability to travel at short notice and to work in difficult circumstances, including support visits to NGCA camps and areas
  • Demonstrated experience of integrating gender and diversity into emergency response programmes.
  • Good knowledge and experience in applying Sphere standards
  • Understanding of the humanitarian practice and code of conduct
  • A post-secondary training in civil engineering, environmental engineering, hydrogeology or other disciplines that provide an understanding of technical Water, Sanitation and Hygiene interventions is preferred
  • Minimum of 3 years of NGO experience with practical delivery of WASH project during emergency phase
  • Good written and spoken English is desirable
