The Consortium Team Leader (CTL) is responsible for ensuring that the Livelihoods and Food Security Program - Agriculture Productivity and Nutrition (APN) Component contributes to CARE`s vision of "a world of hope, tolerance and social justice, where poverty has been eliminated and people live with dignity and security". The CTL is expected to provide strategic leadership in the implementation of a six million dollar, three year program in one province of Zimbabwe. He or she is responsible for leading and coordinating a consortium of local and international NGO partners in the implementation, donor reporting, budget management, monitoring and evaluation of the Program. The Program will focus on the following key areas of intervention:

The CLT is the head of the Consortium Leadership Team and as such is responsible for leading and supporting Consortium initiatives and ensuring fluid communication and coordination within the consortium. S/he is responsible for maintaining good working relationships with host government officials, donors and other partners.

Responsibilities AND Tasks:

  1. STAFF MANAGEMENT (10%)

Provide proper supervision and management for all direct reports and lead the establishment and functioning of a strong, effective and coordinated Consortium team.

• Ensure the proper implementation of CARE`s performance management system for direct reports, including job description and IOP development, regular feedback, mid-term reviews and annual performance appraisals.

• Proactively address performance issues through regular, constructive and honest feedback and coaching.

• Identify necessary staff development, career development and succession planning strategies for direct reports.

•Ensure that space and incentives are available to allow staff to develop and innovate.

• Oversee the recruitment and orientation of senior consortium staff.

  1. PROGRAMME QUALITY (20%)

 

Oversee the development, implementation, monitoring and evaluation of the 5 Output strategies and ensure that they will bring about the desired outcomes.

• Work with staff and partners to generate viable interventions in line with the Consortium strategy and target populations.

 

• Ensure that proper monitoring and evaluation systems are in place to demonstrate outcomes and goal in three districts of the project area. Ensure that monitoring and evaluation systems enhance accountability of partners vis-a-vis the communities with whom we work as well as other stakeholders (civil society, donors and government counterparts).

 

• Ensure that the importance of gender is understood and is integrated in all activities

 

  1. PROGRAMME MANAGEMENT (20%)

 

Ensure that the APN program is managed in a manner which achieves stated goals and objectives, is in line with CARE policies and procedures and donor rules and regulations, and demonstrate sound resource management.

 

• Ensure that qualified staff and appropriate policies, procedures and systems are in place to properly manage CARE`s program.

 

• Monitor the Consortium program and partners to ensure that they are implemented in a professional manner in line with the project proposal and with donor rules and regulations through project visits and the review of implementation plans and activity reports.

 

• With support from the Admin and Finance Units, ensure proper management of financial and other resources entrusted to the Consortium program, including the review and approval of program and partner budgets (including project matches) and the monitoring of budget reports (including the proper recording of matches).

 

• Ensure donor and government reporting is done according to agreed upon standards and in a timely manner.

 

• Work closely with units in Program Support (finance, procurement, HR, Fleet, logistics etc.) to ensure proper coordination exists for efficient program implementation.

      

• Ensure strong commodity management, and accountability where applicable.

 

• Regularly review and ensure that the most efficient Consortium program management structure is established and functional in order to ensure program quality and the cost efficient achievement of project objectives.

 

  1. REFLECTIVE PRACTICE AND LEARNING (10%)

 

Ensure that the Consortium program remains dynamic, with opportunities for innovation and personal growth by promoting a culture of, and mechanisms for, reflective practice and learning at all levels.

 

• Establish mechanisms for knowledge sharing and learning between projects and programs within the Consortium and with parties beyond the Consortium.

 

• Model a culture that recognizes and supports innovation, risk taking and leaning.

 

• Ensure the Consortium actively participates in LFSP organization wide and regional learning initiatives related to CARE`s priority program themes and approaches.

 

• Ensure that lessons learned are consolidated and used to inform ongoing and future practices.

 

- Ensure that evidence is generated and communicated effectively to influnece policies and public and private sector investments

 

  1. PROGRAM STRATEGY (15%)

 

Lead the preparation and implementation of the overall Consortium Program Strategy in line with the Consortium`s Proposal and the Call for Proposals, national development plans, and CARE programming principles and programming priorities.

 

• Lead the preparation of program strategies based on sound contextual analysis and that target specific underlying causes of poverty and social injustice, in line with CARE`s Unifying Framework.

 

• Ensure that all programs and strategies designed and implemented by the Consortium innovative, evidence based and which are expected to improve food, nutrition and income security among target sallholder households.

 

• Oversee periodic review of the operating environment and ensure the Consortium’s role and operating model are in line with that environment.  

 

• Seek strategic partnerships necessary to promote the Consortium`s vision and programming principles and ensure that they address the 5 program outputs.

 

  1. EXTERNAL REATIONS AND PARTNERSHIPS (20%)

 

Develop and enhance relationships between the Consortium and other consortiums in the LFSP program as well as the Component Partners for PSN and MIF and external organizations so that CARE can maximize its impact on increased incomes and reduced poverty in Zimbabwe.

 

•Establish and maintain good relationships with relevant – counterparts/departments of the government, LFSP members, the locally-represented multi/bi-lateral donors, international and national NGOs, CBOs and other civil society organizations, as well as the private sector and research institutions.

 

•Identify issues to be addressed to heighten donor and government accountability and maintain a positive image and good visibility for CARE and the consortium amongst these groups.

 

•Support and work effectively in coalitions, networks and social movements.

 

•Contribute to national dialogue on poverty reduction strategies and related issues.  

 

•Ensure timely reporting and communications with CI members, donors, government and other key actors.

 

  1. OTHER (5%)

 

Perform other duties as assigned.

 

Qualifications

 

Required

  •  experience in the roll-out or management of at least two agricultural livelihoods/extension/rural finance programs, with a minimum budget of USD 5 million each in the last 10 years

 

Program Management

  •  Demonstrated experience in leading strategic and operational planning
  • Demonstrated leadership and management skills in a very complex international setting
  • Extensive conceptual skills including development of program strategy
  • Advanced writing skills in English
  • Demonstrated experience in budget development and program design (including concept preparation and proposal development), implementation and evaluation
  • Experience in agricultural livelihoods, nutrition, extension, or rural microfinance programs
  • Experience in economic development – particularly in value chains, higher level micro-finance, technology, etc. would be highly desirable.

 

People/Relationship Management

  • Demonstrated leadership and interpersonal skills
  • Ability and interest to coach and develop staff
  • Experience with performance management
  • Experience with the management of a diverse workforce
  • Strong representation and negotiation skills
  • Demonstrated use of positive coping strategies in stressful environments
  • Demonstrated cross cultural communication skills

 

Financial Management

  •  Knowledge and experience with financial management as demonstrated by:
  • Ability to manage a complex budget
  • Donor compliance and reporting

 

Information/Knowledge Management

  • Ability to establish a learning culture within the Consortium

 

External Relationships/Fundraising

  • Experience in successfully managing institutional partnerships with national and   international NGOs
  • Experience in establishing and maintaining collaborative relationships with donors and government counterparts.

 

Desired

  • 4 years’ experience as a Chief of Party or Team Leader in a consortium of local and international NGOs
  • past work experience in Zimbabwe or Southern Africa
  • Experience managing FAO or DFID programs
  • Experience in program design and oversight in resilience, community based adaptation to climate change, women`s empowerment, SEAD, or health/nutrition sectors
  • Demonstrated experience with reporting requirements with range of international donors (i.e USAID, EU, DFID,FAO)
  • Experience and skills in conflict mitigation processes

 

Education and training

 

Required

  • Bachelor`s Degree in agricultural economics, agricultural extension, agribusiness or a related field

 

Desired

  • Master`s Degree in agricultural economics, agricultural extension agribusiness or a related field
