Background

 The USAID-funded Continuum of Prevention, Care, and Treatment (CoPCT) for HIV/AIDS with Most-at-risk Populations (CHAMP-Cameroon) is a five-year program with a total estimated cost of $18.8 million. Initiated in April 2014, CHAMP has the following objectives: (1) technical competence of partners in key populations program design and management using the CoPCT increased, (2) enabling environment for key populations HIV/AIDS programming strengthened, and (3) quality assurance/quality improvement, and monitoring and evaluation systems in the CoPCT strengthened. These efforts will expand service coverage in four focus regions and generate data for evidence-based programing. The program will employ a continuum of care approach, linking clients with community-and facility-based interventions. It will also strengthen the policy environment to support client-friendly services and appropriate social protection and advocacy.

 

CARE Cameroon serves as the prime for this cooperative agreement in partnership with Johns Hopkins University (JHU), Global Viral (GV) and Moto Action (MA). Together, the consortium is collaborating with the National AIDS Coordinating Committee, the Ministry of Health (MOH), community-based organizations (CBOs) and other stakeholders (UNAIDS, the Global Fund, the World Bank) to build the capacity of the national, regional and community response.

 

Chief of Party

 

CARE seeks a Chief of Party (COP) who will be responsible for providing overall vision, leadership and guidance of the program. The COP will work closely with CARE Cameroon and implementing partner staff, USAID, the Government of Cameroon, and other donors and stakeholders. S/he shall have principal responsibility for overall program management and technical operations to ensure that program tasks are completed and that objectives are successfully met. The COP will lead the team and serve as the primary point of contact with the USAID Agreement Officer Representative (AOR) in Cameroon regarding implementation of activities and management matters relating to the agreement. S/he will have overall responsibility for assuring that all assistance provided under the agreement, whether by international or local experts/personnel, is technically sound and appropriate for the needs to be addressed; and for adequately managing and supervising the work of all experts/personnel. S/he will be the primary point of contact for information on the progress and current status of all activities under the agreement and will establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported. Finally, s/he will manage the preparation and presentation of all proposed implementation plans and reports.

 

Responsibilities:

Staff management
•Setting direction and providing oversight of strategic planning, supportive supervision, and support for program implementation
•Providing regular, timely and effective feedback
•Promotion of job wellness, personal development, and safety among staff
•Ensuring compliance with Cameroon, CARE, and USAID regulations
•Ensuring equity and individual rights are maintained
•Clarification of roles, delegation of responsibilities to senior staff, and communication of expectations for staff contribution to project activities

 

Program and technical operations management
•Managing and supervising staff and partners (Johns Hopkins, Global Viral, Moto Action and Dimagi), identifying the project’s technical assistance needs, developing suitable scopes of work, recruiting consultants, and executing technical assistance contracts
•Working with staff and partners to translate project goals and objectives into implementable strategies and plans based on international best practices and evidence
•Guiding team members to fulfill the project’s strategic goals and objectives
•Coordination of program implementation with national guidance
•Budget management and planning

 

Program reporting and documentation
•Monthly and quarterly financial reporting
•Quarterly performance reporting
•Development and/or revision of annual work plans and performance monitoring plans
•VAT reporting
•Re-budgeting as needed
•Regular communications with CARE USA, CARE France and USAID as needed

 

Networking and relationship building
•Representing CARE Cameroon to the donor, multilateral organizations, local and international organizations, and the Government of Cameroon, and serving as the focal point of contact for management of the CHAMP program
•Building partnerships and complementarity with other donor-funded programs including the Global Fund, the World Bank, the United States Centers for Disease Control etc.
•Linking civil society and community-based organizations to alternative sources of funding to enhance sustainability

 

Qualifications
•Masters level (or higher) in health and/or development
•Focus on HIV/AIDS, reproductive health, and programming for key populations including men who have sex with men and female sex workers preferred
•At least 10 years of experience successfully managing and leading complex international public health programs (implementation, logistics, budget, staffing) funded by USAID or international projects in Africa, ideally in francophone West or Central Africa
•Demonstrated ability in concepts, principles, methods and techniques of delivering public health programs for HIV/AIDS preferred
•Demonstrated skills in effectively negotiating with host governments, donors, UN agencies and other USAID projects, local organizations and partners
•Demonstrated experience in managing USAID projects
•Ability to recruit, train, develop and manage staff
•Ability to manage agreements and all required programmatic and financial reporting requirements
•Ability to perform internal control functions to manage day-to-day operations
•English and French fluency in speaking, reading and writing
