The role

Save the Children in Mali & Guinea is seeking an experienced Ebola Response Manager with experience in coordination after disease outbreak, e.g. meningitis, measles and or cholera; experience in psychological and psychosocial support activities; and fundraising and communications experience.

Objectives of the assignement

  • Manage effectively the design and implementation of programme and operational activities in Guinea in General and Kankan Region in particular, in coordination with the Field Manager for Kankan, Operations Director and Programme Development and Quality Director (through the PDQ with assistance from the technical sector advisors).
  • Oversee Ebola grants, ensuring that projects and reports are delivered according to Save the Children and donor contractual requirements, within the agreed timescale and budget.
  • Working with the Programme Managers to develop sector response plans and budgets and contribute to Save the Children’s overall response strategy.
  • Participation in the Ebola Taskforce meeting in Conakry / Kankan as required
  • To contribute to the Ebola Situation Report updates and ensuring quality (covering for the Humanitarian Coordinator as required)
  • Working closely with the Director of Programme Development and Quality, support fundraising for the response, including development of high quality proposals.
  • Prepare and oversee programme implementation to ensure timely delivery of programme activities (for example, monitoring against logframes, individual performance management work plans).
  • Oversee multi agency coordination in Conakry / Kankan, and lend support to the Ebola taskforce (MoH, UNICEF, WHO, UNDUP, WFP, etc.)
  • Implement safety and security procedures for the office and staff, ensuring that these are updated and revised at regular intervals, staff maintain levels of Personal Protective Equipment stocks (chlorine and gloves) and that new interventions are built around security considerations.
  • Oversee logistics processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within Guinea in coordination with the Logistics Manager and Field Manager.
  • Lead on, in collaboration with MEAL team and PDQ on monitoring the ebola outbreak and overseeing any evaluations of Save the Children implementation.
  • Manage and motivate field base staff to perform highly in their respective roles and responsibilities.
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
  • Contribute in enhancing Save the Children intervention and visibility
  • Ensure best practices and lessons learnt in Ebola response are drafted and shared

Qualifications and experience

  • Significant management experience working in an emergency response contexts or fragile states
  • Health background with expertise in designing and managing epidemic interventions, including the running of psycho-social support for victims and their families, and creation of adapted behaviour change messaging.
  • Previous first phase emergency response experience is essential, such as meningitis, measles, cholera or Hemorrhagic fever (Lassa, Marburg, Rift valley and or Ebola)
  • A high level of written and spoken French and good English skills
  • Education to MSc/MA level in a relevant subject or equivalent field experience
  • Previous experience of project management, including multi sector programmes
  • Budget management experience including institutional donors
  • Security management experience in insecure environments
  • Field level representation with key stakeholders and co-ordination with other NGOs/UN
  • Demonstrable experience of M&E and beneficiary accountability
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication skills
  • Strong influencing skills and experience in advocacy
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of Save the Children . In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
