BACKGROUND:

The IRC responded to the earthquake of January 12, 2010, with a focus on the immediate needs of the affected and displaced population in and around Port-Au-Prince. The program has since transitioned from an emergency response to a country program with the overall objective of accompanying Haiti towards its development. The IRC maintained the capacity to respond to emergencies in the hurricane season and aim to develop a strong partnership with local actors during these coming 2 years. The current program sectors in Haiti are: gender-based violence, protection, child and youth protection and development, and environmental health. The IRC Haiti Country Office is based in Port-au-Prince.

RESPONSIBILITIES:

The position of Programs and partnership Coordinator is integral to the successful implementation and strategic development of IRC’s work in Haiti. Working under the direction of the Country Director, the Programs and Partnership Coordinator is responsible for day-to-day support and supervision of IRC Haiti’s program sectors (currently CYPD, WPE, and EH), ensuring implementation quality across all programs, supporting the development of strategic vision for all sectors and leading new business development. The position will play a strong role in external coordination with other implementation actors and donors in order to stay abreast of opportunities and inform programming directions.

Based on the IRC phase out strategy which will focus on partnership with local organization, the partnership and program coordinator  will be responsible to build strong strategy of partnership with local NGO’s,  monitor and document partner performance. To support partners in key elements of project cycle management (proposal development, reporting, financial management) directly or by facilitating the process. To strengthen the emergency response capacities of the partners through targeted trainings and tailored assistance in needs assessment, humanitarian principles, and emergency.

The position will maintain close linkages with headquarter-based Technical Units and the RU to support IRC’s programming in Haiti and collaborates closely with the in-country Grants Manager. Based in Port-au-Prince, the Program and Partnership Coordinator is a member of the Senior Management Team at IRC Haiti, will supervise the 3 Sectors managers (CYPD, WPE and EH) and ensure the interim of the Country Director upon request.

Promote Strategy and New Business Development:

  • Play a key role on the IRC strategy refresh exercise, which is ongoing, and work with the Country Director and other members of the Senior Management Team on the development and implementation of the IRC Haiti Country Action Plan Linked to the IRC global strategy.
  • Continue to develop programming strategies and approaches to expand transition plans from camp-based emergency response to recovery and development programming in target areas.
  • Support the development of and continual updating of IRC Haiti fundraising strategy, widening and strengthening the donor base and pre-positioning for opportunities.
  • In close collaboration with sector Managers and Grants Manager, take the lead in participatory proposal design & development, ensuring that projects are data-driven and align with IRC strategic plans.
  • Ensure the development and submission of appropriate, timely, and high quality proposals in close collaboration with the Grants Manager.
  • Assist sector Managers in the identification of program gaps and opportunities.

Ensure Quality Program Design, Implementation, and Learning

  • Ensure that IRC Haiti programming is designed and implemented with the highest technical standards in all sectors.
  • In conjunction with the Country Director and sector Managers, liaise with the IRC HQ-based Technical Units to ensure regular flow of communication between field and headquarters, appropriate implementation of Technical Unit recommendations, and to facilitate technical oversight of programs.
  • Drive the process of development and implementation of increased integration between and among sectors in coordination with sector Managers.Stay abreast of donor regulations and compliance information and support the Grants Manager to ensure that all IRC Haiti programs are compliant with their respective donor regulations. 
  • Work with sector Managers to further develop and train staff on effective use of management tools that ensure clear and transparent management, as well as consistent implementation and reporting. Participate and support as needed in sector Manager–led development of detailed project work plans, budget tracking tools, M&E tools, staffing plans, and procurement plans for all projects.
  • Active participation in and support to program staff in the preparation for Grants Meetings and Coordination Meetings, ensuring follow up on action items identified.
  • Work with sector Managers to ensure ongoing monitoring of progress and accurate data collection are being practiced regularly by program staff including support to qualitative and quantitative data collection, key informant and focus group discussions, ad hoc discussions with program staff, and review of reports.
  • Support sector Managers and Grants Manager to ensure high quality, on-time submission of reports.
  • In conjunction with the Country Director, Grants Manager, and sector Managers, develop learning initiatives and DM&E in-country, and ensure programmatic reflection and ‘lessons learned’ discussions, which are documented and shared.
  • Work with Grants Manager and Grants Officer in the development and updating of informational materials such as brochures, fact sheets, articles, posters, audio-visual materials, etc. to promote the work of IRC Haiti among various stakeholders and constituencies, in particular donors, international organizations, NGOs, and IRC headquarters.

 

Support Human Resources & Capacity Building

  • Directly supervise sector Managers, including regular communication on workplans, priorities and problem-solving, performance management, and opportunities for capacity development.
  • Analyze program staffing capacities vis-à-vis program directions. Provide recommendations about how to build and structure appropriate skill sets given the needs of programs. Contribute to the improvement and updating of program staff job descriptions, ensuring consistency and relevance to program directions. Support sector Managers and other supervising program staff to set Performance Objectives for their supervisees.
  • Provide input to sector Manager-led Performance Management Evaluation (PME) of program staff, particularly as it relates to program quality issues (ie integration, M&E, coordination, partnerships).
  • Actively promote capacity building of program staff through ongoing coaching and mentoring and formal trainings, which focuses on program/project cycle management, donor cultivation/relations, program design, and other contextually relevant topics (ie. protection mainstreaming, recovery and development programming, community mobilization techniques, etc.) and humanitarian concepts as well improving technical capacity.
  • Actively support Country Director and all programs to ensure strong relationships between support and program departments, and actively contribute to resolving any issues that may arise.

Partnership development and management

  • Develop partnership strategy for IRC Haiti program 
  • Review existing partnerships strong and weak points
  • Establish selection criteria of potential IRC strategic partners
  • Realize Mapping of local NGOs capacity in the key sectors identified
  • Realize the  Assessment of the local NGO preselected for partnership
  • Identify ‘strategic’ partners
  •  Develop MoU and follow the Agreement signature with partners
  • Build relations with and operational/programmatic capacity of partners through consistent support and remote training
  • Ensure trainings and refresher trainings on partnership and sub Grants compliance remotely for key partners and IRC staff
  • Concentrate on effective communication with partners.
  • Based on remote monitoring findings, create Compliance Work plans based on deficiencies noted during pre-award and/or post-award remote monitoring and work collaboratively with partners to ensure compliance to USG regulations and correction of deficiencies previously noted.
  • Maintain a tracking sheet and filing system (both soft and hard copy) for all sub grantees proposals, agreements, financial reports and outstanding advances/balances to be paid.
  • Prepare all sub-grant agreements and modification to agreements using established agreement formats.

Training and capacity building:

  • To offer or facilitate training  and capacity building for  IRC and local partners staff on reporting, proposal writing, Compliance/Donor, communications, needs assessment, humanitarian principles, and any other targeted related to the strategic partnership
  • Support the technical and professional development of the Grants Officer
  • Ensure that all staff are aware of and integrate the IRC program framework into all programs
  • Keep informed on monitoring and evaluation techniques and support tools which can be shared with program staff; work closely with the DME manager and Technical Coordinators.

REQUIREMENTS:

  • BA degree or equivalent in International Development or Affairs, Business or related field; Advanced degree a plus
  • Minimum of 3-5 years work experience with an NGO in an international context
  • Successful experience establishing partnerships and strengthening capacity of partners
  • Successful experience in program management particularly in CYPD, WPE and EH sectors
  • Proven expertise in project proposal, Grants management and M&E development
  • Acumen in applying remote management tools in high risk areas
  • Experience working with community based organizations in a sub-grantee relationship
  • Strong knowledge of U.S. Government and European donors  rules and regulations as they apply to sub grant management
  • Excellent communication and coordination skills
  • Proven ability to work well in and promote teamwork, thrive in a multi-cultural environment, be flexible and handle pressure with professional grace
  • Experience and skills in reading, reviewing and auditing financial reports
  • Experience managing staff and a commitment to team building, mentoring and staff development
  • Excellent written and spoken English and French
