Job Purpose:To provide technical advisory support to Education Programme Team in Concern Afghanistan Programme in all its education sector interventions.
Main Duties & Responsibilities:
In close coordination with the Education Programme Coordinator, the Education Advisor will have the following main duties and responsibilities:
Overall:
Review existing education interventions in the programme and help develop a country education strategy
Provide appropriate technical advice, on the development and implementation of the education programme
Provide technical and institutional support to the country team in the area of education. This may include serving as a liaison between the teams and other service providers such as training institutes; other NGO’s and research institutes, Education Working groups, and Ministry of Education and line ministries.
Contribute to donor relations in pursuit of funding opportunities and promote development of new education projects within the umbrella of the country strategic plan
Programme Design
Research and advocacy interventions at national and international level
Ensure that the following development and cross-cutting approaches are incorporated into programme implementation: Participatory methodologies; REFLECT in Literacy circles, DRR; Community Development; Capacity Building; Equality; and HIV and AIDS
Facilitate the mainstreaming of cross-cutting themes (equality, HIV & AIDS, HAP, DRR M&E) and Concern programming quality principles into Concern’s education sector
PM&E & Learning
Advise the ACD-P, Country Director and Concern technical advisors (SAL) on education-related training, staffing, and monitoring needs.
Provide technical support in the carrying out of surveys, baseline data collection and analysis, related to education interventions, to develop appropriate responses
Contribute to Concern Worldwide’s organisational learning through participation in relevant workshops, trainings and liaison with SAL
Support the regional programme coordinators, education staff, ACD-P in effective project implementation, PM&E, with an emphasis on impact and quality.
Facilitate Programme reviews and evaluations as needed
Conduct research and studies to determine the most appropriate education interventions in Afghanistan
Contribute to reports & case studies – both internal and external
Capacity Building & Training
Undertake regular field visits to train education field staff and to monitor activities on technical aspects.
Coordinate and facilitate meetings and other training opportunities for education staff
Networking & Donor Liaison
Promote partnerships with international and national agencies working in the education sector including the development of a capacity development strategy and skills to ensure adequate partner support.
Collaborating with other organizations involved in education activities to share information learning and promote replication of innovative approaches.
Initiate and maintain relationships and collaboration with relevant national & International development, donor and research institutions
Work targets set for this post over the contract period:
Together with Programme Coordinator ensure an efficient, effective and timely start-up and implementation of the Emergency Education Project in Badakshan and other education projects.
Strengthening and implementation of Concern’s adult education activities in line with the CSP

ESSENTIAL
Education, Qualifications & Experience Required:
Degree level qualification in education, child rights, child development or related topic Three years relevant programme experience in the development context and minimum one year field experience with an NGO
Experience in integrated programming.
Practical experience of integrating child rights into development programming
Experience with participatory methods include REFLECT and partnerships.
Expertise in needs assessment, report writing, project design and proposal development.
Experience in monitoring & Evaluation systems and techniques
Experience in providing input into education policy
Experience working with adult education
Training, mentoring and facilitation skills
Innovative and creative

Demonstrated ability to work independently.
