Background/IRC Summary

The IRC has a rich history of assisting refugees to apply for U.S. resettlement, from its founding in 1933 to help vulnerable individuals escape Nazi-occupied Europe, to pioneering the Joint Voluntary Agency which assisted Indochinese refugees for 22 years, to operations in Croatia, Sierra Leone and Sudan. Over the years, IRC has processed some half million refugees worldwide for U.S. resettlement.

Based in Bangkok with field offices in Thailand and Malaysia, the IRC Resettlement Support Center (IRC-RSC) assists persons throughout East Asia seeking permanent resettlement in the United States.  Operating in fifteen countries, the RSC prepares refugee applications for the U.S. Refugee Admissions Program, provides information to resettlement agencies about arriving refugees and offers cultural orientation training to those refugees bound for the U.S.

 

Job Overview/Summary:

The Casework Coordinator is responsible for the daily management and oversight of the pre-DHS caseload, including supervision of staff performing casework activities for the USRAP, in Thailand and the East Asia region, with the exception of Malaysia.

 

Major Responsibilities:

Program Delivery

  • Develop, monitor and adapt processing pipelines and plans, including coordination of scheduling of casework interviews and presentations to DHS.
  • Provide guidance to the Casework department on processing criteria, SOPS, operational policies and guidance, USCIS procedures, policy changes and relevant refugee and immigration laws and resources.
  • Ensure all casework activity is regularly monitored for quality control, through regular report follow-up as well as routine spot checks.
  • Ensure appropriate follow-up on high profile, vulnerable and/or sensitive cases, including direct provision of Casework services as needed.
  • Provide pre-DHS management and support for special caseloads, including refugee minors, sensitive protection cases and urban detention populations throughout the region.
  • Provide oversight of AOR/P3 caseload processing in Thailand and the Region, including DNA collection and safeguarding, as needed.
  • Oversee development, implementation and regular monitoring of Casework budget.

 

Key Partners and Donor Relations

  • Represent the RSC at meetings with USRAP partners in Bangkok and Mae Sot on a regular basis.
  • Assist in maintain excellent strategic relationship with program partners, including the Regional Refugee Coordinator, DHS, UNHCR and IOM.
  • Develop and distribute statistical reports to the donor and partners on key caseloads.

 

Staff Management, Development and Retention

  • Provide daily oversight to the Casework team, including supervision of Casework Team Leaders and Managers as well as the Special Communities Caseworker.
  • Identify training and other development needs for the Casework staff.
  • Conduct regular casework team meetings and trainings.
  • Provide performance feedback on a timely and regular basis, including conducting performance management evaluation activities.

 

Job Requirements:

Citizenship:

  • Due to donor related requirements regarding DNA collection, this position requires US Citizenship.

 

Education:

  • University degree

 

Work Experience:

  • Minimum three years progressive work experience in refugee processing; overseas processing and/or domestic resettlement experience is preferred.
  • Minimum two years of program management including experience in managing a multi-cultural staff.

 

Demonstrated Skills:

  • High level of professionalism while implementing IRC RSC policies and procedures.
  • Both team and detail oriented and able to think and work independently.
  •  Well-organized, flexible and able to work in fast-paced, multi cultural environment.
  •  Strong interpersonal and organizational skills.
  • Knowledge of the U.S Refugee Admissions Program.
  • High level of computer literacy.

 

Language Skills

  • Fluent in written and verbal communication skills in English.
  • Working knowledge of a refugee language helpful.

 

Working Environment:  

The position is based in Bangkok and is primarily office based.  Occasional trips to remote locations in Thailand and the East Asia region are required.  The position is accompanied.
