CARE is seeking a Senior Technical Advisor (STA) - Sexual, Reproductive & Maternal Health (SRMH),Health System Support & Program Quality who provide key programmatic, technical and resource mobilization support for selected sexual, reproductive and maternal health activities for the realization of our Global SRMH & Rights program strategy.   Specifically, this position will be the key technical advisor for our activities in select geographies in the Asia region and our work in health systems support and innovation.  In addition to insuring program quality through support for design and implementation, the STA will be responsible for representing programs to key donors and partners, identifying opportunities for partnership and funding, and supporting development of new proposals for funding, including collaborating on program design and writing of technical proposals and concept notes.

Responsibilities
•Provide leadership, support, and guidance to key country and regional initiatives primarily, but not exclusively, in the Asia region, including India and Bangladesh, and other countries in the South and Southeast Asia region;
•Working closely with select countries in the region, as well as regional units and CARE Member Partners, to support quality program design, implementation, and evaluation and scale up of core approaches and models;
•knowledge of, and experience with, health systems in low resource settings, frontline health workers, quality improvement, social accountability and participatory learning approaches, community-based research and evaluation, and expertise in sexual, reproductive and maternal health programming;
•Facilitate collaboration, work to develop plans for joint programmatic and fundraising initiatives, and broader application of lessons learned, and support efforts to communicate and coordinate SRMH activities throughout the system; 
•Work with internal and external partners, including fundraisers, to gather intelligence, prioritize and plan bids for potential donors to support SRMH program, advocacy and learning;
•Lead the team in efforts to communicate with country offices, plan timely input, write and edit project proposals, and ensure design and use of program quality standards;
•Travel to country offices to provide program support, and to help develop key proposals on SRMH; 
•Meet with and cultivate relationships with relevant partners and donors;
•Conduct background and other necessary research to develop innovative and compelling concept notes and proposals that highlight CARE's unique niche in health system support and innovation in SRMH & Rights;
•Provide technical support and guidance in response to large (USG, DFID, Gates) requests for proposals, including supporting conceptualization and program design, background research, writing key components, identifying key learning, and ensuring adequate resources are included in project budgets.  

    Qualifications
•Masters or Doctoral level in public health, epidemiology, or behavioral/social sciences;
•5-7 years’ experience in a relevant position;
•Experience designing and implementing health related programs in developing world contexts;
•Experience in health systems strengthening, human resources for health, maternal and newborn health, comprehensive reproductive health, community-based research, or some combination of above;
•Experience in partnership building, collaboration and negotiation;
•Experience working in the South Asian context, specifically India and/or Bangladesh;
•Experience developing proposals for USG or other bilateral, as well as corporate or private donors
•Strong background in health and development;
•Knowledge of epidemiological methods, behavior and social science theories and concepts, and  program evaluation;
•Strong skills in research design and implementation;
•Evidence of excellent writing skills (e.g. publication record);
•Ability to communicate effectively in oral and written formats;
•English proficiency;
•Proficiency in WORD, Excel, PowerPoint and SPSS or SAS or STAT.
