Role and Responsibilities

Oversee the financial and HR activities of the programme. Responsible for the accounting functions required and provide accurate and timely information on the financial status of the programme to donors, HQ, field management and field teams. Organise and further develop the financial processes, managing the finance team, providing coaching and training as required. Recruit national HR staff, develop staff policy, coordinate training and general staff well-being. The Finance and HR Manager also works with field management and HQ on in-country issues for internationally recruited staff.

 

Project Overview

In response to the ongoing crisis in Iraq, Medair’s programme is delivering emergency assistance to Iraqi IDPs in Kurdistan region of Iraq. We have projects in the sectors of Health, WASH, Shelter and NFI Assistance.

Key Activity Areas

Financial Management

  • Manage the day-to-day accounting functions of the programme including, but not limited to:

    • Reconciling / verifying bank and cash amounts on a regular basis.

    • Preparing the monthly financial accounts.

    • Monitoring project spending on an on-going (monthly) basis, communicating with the relevant programme managers about any under / over spend and working with them to agree appropriate actions required in order to bring spending in line with approved budgets.

  • Work with Budget holders and HQ staff in the preparation and development of budgets for projects and shared costs.

  • Prepare and deliver financial activity reports within the required timeframe (e.g. monthly, interim, and final) and in the stated format in order to meet all relevant Medair and donor requirements.

  • Prepare for, manage and support internal and external field financial audits, providing all information required by local legislation, donors, HQ or other bodies.

     

    Human Resources Management for Nationally Recruited Staff

  • Manage and co-ordinate the recruitment process for new / vacant positions in conjunction with the relevant line manager. This will include updates to job descriptions, advertise the vacancy, draw up the short-list, interview potential candidates and make the appointment.

  • Regular review, update and / or develop of employment documentation for nationally recruited staff, including job descriptions, employment contracts and staff guidelines, ensuring they meet the requirements of local labour laws.

     

    Human Resources Management for Internationally Recruited Staff

  • Support line management to identify staffing needs.

  • Work with line managers to ensure new staff receive a relevant and appropriate country / programme briefing and that a full induction and handover is carried out.

  • Support line managers on staff well-being; provide confidential and relevant feedback as requested.

 

Administration

  • Meet the finance and HR related administrative requirements of Medair, donors, local legislation, suppliers, contractors, employees and any other stakeholders, so that the functions run efficiently, effectively and with integrity.

  • Prepare the monthly payroll list and payments for staff salaries and / or allowances in accordance with local employment regulations, ensuring that all required statutory deductions are made and subsequently paid to the appropriate authorities using Crésus software.

 

Staff Management

  • Manage and oversee the programme HR, Administration and finance staff including recruitment, day-to-day management, development and training, appraisal, etc. Providing functional supervision to Finance Officer in field locations.

     

    Security

  • Control and manage the security of in-country cash when held on site and when being transferred to other account holders. Conduct regular internal audits and report any possible fraud or theft.

     

    Qualifications

  • University degree in relevant subject and / or Certified Public Accountant Part 2 (or equivalent) completed, and / or HR qualification

  • Financial diploma or equivalent qualification such as certificate in Business Administration and / or accounting / book keeping desirable

 

Languages

  • Strong working knowledge of English (spoken and written)

     

    Experience / Competencies

  • At least 2 years relevant professional experience in a financial or HR position

  • Overseas experience, preferably working in the NGO finance or HR sector desirable

  • Experience in drafting spread sheets, database programmes, financial reports, etc. desirable

  • Experience in dealing with banks, foreign currency offices and other financial institutions desirable

  • Experience in working with institutional donors desirable

  • Experience in representing at national and local levels desirable

  • Able to develop and maintain effective relationships with internal and external stakeholders

  • High numeracy skills; excellent attention to detail

  • Strong organisational skills and the capacity to analyse and prioritise needs

  • Strong leadership skills and a supportive management style

  • Working knowledge of French, spoken and written, for French-speaking field programmes
