KEY AREAS OF ACCOUNTABILITY:

  • Work closely with the Senior Child Protection Project Manager to provide technical and managerial oversight of all child protection activities under the SIDA grant to ensure successful project implementation and compliance with donor requirements.

  • Work with M&E and implementation teams, support the development and implementation of child protection M&E plans with appropriate tools and methodologies. Support the design of indicators and delivery of assessments, baselines and evaluations.

  • Improve programme quality by leading development, review and cataloguing of standardised child protection and child protection in emergencies technical tools, manuals, guidelines, trainings, regulations and protocols.

  • Develop and provide quality training and capacity building in child protection and child protection in emergencies for both Save the Children and partner organisation staff, with a particular focus on building the capacity of the PDQ child protection team. Mobilise internal and external capacity-building opportunities.

  • Lead development and review of child protection strategy in line with Save the Children’s global priority areas of children without appropriate care including children on the move, child protection in emergencies, violence and physical and humiliating punishment and working children. Contribute to Save the Children's overall program strategy.

  • Keep abreast of child protection sector trends, developments and policy and adapt and promote introduction of new methodologies, innovations and best practices.

  • Support development of high quality concept notes and proposals, and support preparation of high quality programme and donor reports in line with internal and external requirements, particularly for the SIDA-funded child protection programme.

  • Ensure lessons learnt and best practice are documented and communicated to shape in-country strategies and programme approaches, and contribute to broader sector learning

  • Influence policy and practices and represent Save the Children at national forums, clusters and other co-ordination and liaison meetings with partners, donors and government.

  • Manage the national child protection advisor, currently one person, supporting them to incrementally take on responsibility for internal and external representation in Afghanistan.

Ensure the child safeguarding policy is being implemented and provide guidance to the newly recruited Child Safeguarding and Gender Manager to carry out refresher trainings across the country.

QUALIFICATIONS AND EXPERIENCE

Essential

  • 10 to 15 years working within child protection, child rights and systems approaches.

  • Proven history of working in the child protection field and understanding of children’s rights and organisational development, preferably in emergency, post- conflict or transitional countries during the last 6 years or more.

  • Strong technical knowledge in key areas of child protection such as social work, child protection systems strengthening, children in conflict, children associated with armed forces and groups, family tracing and reunification, orphaned and vulnerable children, sexual and gender-based violence, child labour and juvenile justice.

  • Strong skills and experience in all aspects of programme development, including proposal writing and monitoring, review and evaluation

  • Demonstrable experience of senior level project management skills, including planning and implementation of large child protection projects in complex settings

  • Clear vision of the opportunities to achieve greater benefits for children affected by violence, exploitation, abuse and neglect.

  • University Degree in social sciences, child protection, social development, law or a related technical field.

  • Excellent writing, communications and networking skills in English.

  • Ability to think and plan strategically, analyse and problem solve, and be creative

  • Excellent interpersonal, communication and presentation skills.Cultural and gender sensitive team player, able to work collaboratively with people

  • Commitment to and understanding of Save the Children's aims, values and principles

Desirable

  • Proven skills as a trainer/facilitator and mentor
  • Experience working through national partners
  • Qualification in social work / child protection
  • Extensive experience of child protection in emergency contexts
  • Knowledge of Afghan languages (Pashtu / Dari) or other language(s) using an Arabic-based script.
  • Previous Afghanistan experience
