For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM has been working in India since 2007, in partnership with Indian NGOs. Currently, MdM is implementing two Primary Health Care (PHC) projects, in Orissa since 2011 and in Andhra Pradesh since 2013.

The project in Andhra Pradesh is a Primary Health Care program targeting Internally Displaced People that started in June 2013 together with the Indian NGO SITARA (Society for Integrated Tribal and Rural Action) as implementing partner.

The main objective is to contribute improving the health status of IDPs (Internally Displaced People).
2,100 IDPs living in 17 villages are targeted by the project.
The main activities are: mobile clinics twice a month in each village, health education sessions, training for volunteer health staff (ASHAs: Accredited Social Health Activists) and governmental staff (ANM: Auxiliary Nurse Midwives), sensitisation of authorities to IDPs issues.

TASKS AND RESPONSIBILITIES:

As General Coordinator you will supervise and co-ordinate the programmes implemented by MdM France in India in the respect of people and goods’safety, in order to guarantee the programme’s relevance and its compliance with the predefined objectives.

You will co-design MdM’s operational strategy in India (alongside Desk Officer and Responsibles of Mission (RM)), and provide leadership for the country programs. You will be responsible for ensuring the delivery of quality programs, donor and government relations, fundraising and budget management, security and operations management, and developing a motivated and professional team.

As General Coordinator you will work inside the decision making-process of MdM (RM, Desk Officer, General Coordinator).
The post holder will perform his tasks and responsibilities under supervision of the Asia desk officer and the 2 Responsibles of Mission in France.

You will supervise the MdM team composed of 2 International staff (1 medical coordinator and 1 administrator-logistician) and 7 national staff (support staff).

The SITARA team is composed of 18 staff.

The position is based Bhadrachalam (75%) and Delhi (25%)

More specifically, you:

  • Organise, manage, supervise and support the implementation of the primary health care program in Andhra Pradesh 
  • Coordinate the program through daily coordination; taking appropriate decisions according to the strategy defined with RMs and the Desk Officer; reviewing of the strategy with HQ if needed 
  • Manage HR of all staff with the support of the administrator-logistician 
  • Recruit national staff, in collaboration with the medical coordinator and administrator 
  • Supervise the implementation of appropriate security guidelines and procedures, ensure that they are maintained, updated and adhered to by the teams 
  • Analyse political and humanitarian issues and consider strategies and immediate response 
  • Prepare reports and proposals for donors; develop and maximize the potential for further programme funding 
  • Regularly report to HQ 
  • Represent MdM before Local Authorities, International Donors, International Organisations and other NGOs 
  • Carry out negotiations and maintain regular relations with authorities, at different levels, and other stakeholders with the support of the medical coordinator and administrator, and ensure the compliance with agreements and contracts 
  • Follow the registration process of MdM in India 
  • Ensure that appropriate human resources / legal issues, administrative, financial and logistics procedures are implemented and maintained in accordance with the MdM rules and guidelines 
  • Elaborate with the administrator the MdM annual budgets and budgets for proposals 
  • Oversee budget follow up ensuring that country programmes are implemented within their budgets

SKILLS AND EXPERIENCE NEEDED:

  • Master level preferable (international development, management, public health) 
  • Previous experience as coordinator or head of mission 
  • Strong experience in representation 
  • Preferable experience in health sector 
  • Strong skills in planning; Ability to manage priorities 
  • Skills in team management 
  • Ability to socio-political analysis of regional context 
  • Ability to listen, share decisions and to delegate 
  • Good knowledge of international donors 
  • Impartiality ; diplomacy ; adaptability 
  • Ability to synthesize 
  • People skills / representation skills 
  • Respectful of local culture and willingness to learn from the Indian team & partner
