BACKGROUND:  The International Rescue Committee, one of the world’s largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The Ebola outbreak in West Africa is unprecedented in scale and in the response required. No previous outbreak has had as many confirmed cases, or as wide of a geographic spread.  The situation is complicated by the porous nature of the regions’ borders, inaccessibility of the terrain and the presence of multiple active sites of transmission. The outbreak in Sierra Leone started in May 2014 and has rapidly spread due to pourous borders, insufficient contact tracing, community fears and misperceptions. 

 

The IRC is leading the Ebola Response Consortium (ERC), a group of eleven non-governmental organizations who are supporting the Ministry of Health and Sanitation (MoHS) in the Ebola response. The ERC currently supports three key initiatives within the response: 1) the national strategy for IPC at all 1,118 PHUs and in 20 government hospitals in the country, 2) WASH infrastructure improvements in 20 governmetn hospitals, 3)  effective surveillance in 10 districts of the country, and 4) the continuation of primary health care in 5 districts.  The ERC has also applied for a proposal for WASH in over 100 Community Health Centers (CHCs) in Sierra Leone.  The ERC WASH M&E Manager will be responsible for managing all data information systems for any WASH project the ERC supports. 

 

SCOPE OF WORK:

The ERC WASH M&E Manager will be responsible for the monitoring of the national WASH projects and developing strong monitoring systems for all WASH program.  S/he will have a demonstrated interest in WASH,  data analysis and information systems. The ERC WASH M&E Manager will also support the ERC partners to improve their montiroing systems, support regular indicator tracking and to streamline the data collection process.

 

SPECIFIC ROLES INCLUDE:

  • Create WASH monitoring tools and train ERC partners how to use them
  • Support the ERC partners to collect, compile and validate the data on a monthly basis
  • Maintain the different WASH databases (tasks include data entry and data cleaning)
  • Lead the analysis for all WASH related data and produce regular reports

 

Requirements:

  • Master’s degree in public health, biostatistics, social sciences is preferred, but not required
  • At least one year of experience in developing and maintaining health or WASH information systems
  • Background working on WASH programs
  • Excellent working knowledge of Microsoft Excel and data visualization
  • Demonstrated interest or skills in ICT systems/Magpi software
  • Previous experience in a developing country or in an emergency
  • Ability to start immediately
