WORK CONTEXT
Cesvi has been working in Libya since 2011. Following the turmoil of mid 2014 the expatriate staff has been temporarily evacuated, guaranteeing the management by remote. From 2016 the remote management is done from Tunisia and based on evaluation of existing situation Cesvi plans to return with key expatriate staff to Tripoli.

Cesvi provides a strength and enhanced integrated service in order to address the specific needs in term of protection of Refugees, Asylum Seekers, IDPs and Mixed Migrant Communities affected by the ongoing unstable situation in Libya. Ongoing emergency projects (cash transfer and cash for work with protection components, CFS ) are implemented in Benghazi and Tripoli areas.

Due to the current situation in Libya, the Country office is based in Tunis in order to keep the coordination with the international partners and donors.

The Security Manager (SM) is responsible of promoting and supporting the success and safety of field programs and staff. The Security Manager will be responsible for maintaining security and safety for all field programs, bases and housing.
This position develops and maintains security and evacuation plans and policies in accordance to SOP Libya and HQ policies and procedures.
The SM oversees the base budget, base staff, hospitality, base upkeep and operations. These activities may include the management of government and contractual relationships, program support, process evaluation, general financial reporting, staff living and working space maintenance and, in consultation with staff, facilitation of usage of base resources to assist with program implementation.


JOB DESCRIPTION
The collaboration will start in Mid September/ October 2016.
The main duty station will be 50% Tunis (with remote control in Libya) and 50% to Tripoli (if security situation allows it).
The person will respond to the Head of Mission and will refer to Desk Officer and Security Advisor at HQ level.
The person will work in collaboration with local and expatriate staff working in Libya and Tunisia

Main tasks and duties:

• Support the HoM to effectively manage safety and security issues within country programs
• Develop and Reviewing Security plans.
• Implement and monitor the security and safety plans, including reporting to HoM , SA and Desk
• Coordinating safety and security assessments of programs and make recommendations and check implementation, accordingly.
• Develop and maintain relationships with diverse personnel who impact security of personnel. These include but are not limited to local village leaders, police, military, other NGOs, UN and government leaders.
• Develop, manage and train a team of national security officers
• Country incidents reporting.
• Monitoring and analysis of security incidents and ‘near misses’
• Participate in country security coordination mechanism and reporting accordingly; working closely with other national and international NGOs security colleagues in the region directly or through a delegate.
• Keeping regular contacts with Italian and/or European Embassies or UN Officials on security


REQUIRED COMPETENCIES
• Degree in political science, international relations or in a security-related field

• Sound experience (5 years minimum) and competences in the field of safety and security management, gained within development cooperation and/or humanitarian aid
• Demonstrated experience in the same position, preferably in North Africa or Middle East countries emergency and in post emergency context
• Operational experience in post war / disaster affected environments with NGO. Experience of working in hostile environments

• Ability to formulate and communicate analysis of security environment
• Ability to prioritize security related tasks and complete reports to deadlines
• Ability to develop, deliver and evaluate training for multi-national staff
• Good interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, militias, donors, International Organizations and local NGOs
• Willingness to work in uncertain security environments. Self-motivated with the ability to work autonomously in a highly stressful and challenging environment.
• Ability to coordinate activities, building and maintaining positive working relationships
• Ability to understand complex security situation and advise program design accordingly
• Ability to analyze information to develop a complete picture of security situations

• Very flexible and with a positive attitude
• Ability to work under pressure (instable environment, of deadlines)
• Excellent organisational and time management skills
• Excellent problem-solving and analytical skills
• Goal-oriented

• Computer literacy, particularly in Microsoft Office Programmes such as Word and Excel as well as accounting packages & other database competencies
• Excellent knowledge of English - written and spoken
• Knowledge of Arabic

DESIRABLE COMPETENCIES
Prior experience in North Africa and/or other complex areas.

Effective team membership integration ability.
