Danish Refugee Council is advertising for an experienced, dedicated and visionary Regional Director(RD), who is able to strengthen and extend DRC’s position as a leading agency in the AfPak region.

The RD is responsible for the strategic direction of DRC in the region’s four countries Iran, Tajikistan, Pakistan and Afghanistan and the continued regional expansion within the framework of the rolling three-year Strategic Programme Document.

Background
DRC’s individual programmes in Afghanistan, Pakistan, Iran and Tajikistan are integral parts of the regional strategic approach to Afghan and Pakistani displacement. Long-standing conflict and frequent natural disasters have caused massive displacement over the past more than 30 years, affecting millions of people. More than three decades of violent conflict, insecurity and continuous political upheaval have resulted in millions of Afghans fleeing the country for protection in neighboring countries, mainly Pakistan, Iran and – to a lesser degree – Tajikistan. In addition, Pakistan suffers massive internal displacement due to both conflict and natural disasters.

DRC’s operational presence is established along the displacement axis with DRC country offices in Kabul, Peshawar, Tehran and Dushanbe. As a result of the highly volatile security situation and fluctuating crisis scenarios, DRC carries out a comprehensive set of activities reflecting specific local needs and conditions, focusing on improving protection and livelihoods as well as establishing contingency capacity along the entire displacement axis in Afghanistan, Pakistan, Iran and Tajikistan.

DRC’s regional approach to Afghan and Pakistani displacement is continuously being consolidated and further conceptualized – and the Regional Director is expected to feed into this strategic process in close cooperation with regional and country level colleagues and DRC HQ in Copenhagen.

Role and responsibilities
With an aim to position DRC AfPak both organisationally and strategically, the Regional Director will take lead in further development and implementation of the regional strategy, which is guided by DRC’s international strategy and contributes to the continued implementation of the decentralisation and regionalisation processes.

• Exercise strategic leadership i.e. lead the development and implementation of regional strategic priorities. 
• Promote and contribute to the development of a clear and relevant programme profile within the AfPak context and guided by DRC’s corporate profile and priorities.
• Ensure that DRC AfPak is organised and managed in order to pursue opportunities and operate in compliance with minimum requirements and relevant guidelines.
• Represent DRC externally and act as a main DRC advocate to stakeholders and duty bearers in AfPak.
• Overall responsible for the AfPak operations in terms of finances and financial management, quality and compliance, and ensure that proper risk management systems are in place.
• Overall responsible for safety and duty of care for staff in the AfPak region.

The Regional Director will refer to the International Director on key external relations, safety and overall strategy and to the Head of AfPak Unit on a daily basis. The Regional Director has a seat in the Extended Senior Management Group (E-SMG) for DRC International Department and as such plays a central role in the development of DRC International. Within the AfPak region, the Regional Director is line manager for the Country Directors and Head of the regional office. The Regional Director chairs the AfPak Senior Management Team (SMT).

Qualifications
The qualified candidate is a strong and visible manager and director with proven team building skills. Qualified applicants have experience in operating in a very volatile security environment, have extensive management and coordination experience, are very familiar with humanitarian principles and practices, are used to representing a large and leading international organisation to external partners and authorities, and furthermore match the requirements listed below:

• At least 10 years of relevant experience (including 3 years at senior management level) in international emergency and/or post-conflict settings, preferably with displaced populations.
• Demonstrated experience in exercising leadership as well as developing and implementing strategic priorities in large scale and complex humanitarian operations.
• Experience in negotiating and advocating with government authorities and donors for solutions that serve the needs of our beneficiaries. Experience in donor contact, fundraising and networking.
• Able to manage a significant financial turnover and mitigate risk in a complex and volatile environment.
• Experience of strategic planning and programming, field implementation, monitoring and evaluation.
• Experience in organisational development and implementation of policies regarding staff, code of conduct, anti-corruption measures and transparent management.
• Excellent written and spoken English language, communication and drafting skills.
• Preferably working experience from the region.
• Experience in managing safety and security staff.

Conditions
Availability: January 2015
Duty station: Kabul, but with extensive travel throughout the region.
Contract: Two years with possibility of extension, subject to funding. Salary and other conditions are offered in accordance with the Danish Refugee Council’s Terms of Employment. The position will be placed at salary level A3.
