BACKGROUND AND PUPOSE OF THE CONSULTANCY

The position of HEA Senior Roving Technical Coordinator is critical in ensuring the thematic quality of the HEA Sahel program, within Save the Children, and amongst the partners of this project. This position will play a critical role in supporting the delivery of high-quality HEA activities including capacity-building and technical backstopping in West and Central Africa. He/She will provide support in quality assurance, advocacy, capacity-building, analysis, knowledge management and networking. This support will be delivered both from distance and through country visits. The post holder will be expected to work closely with: a range of colleagues at the Save the Children regional and country offices, implementing partner organizations, and regional key stakeholders including ACF, Oxfam, AGRHYMET, INSAH, FEWSNET, WFP, and FAO. He/She is also expected to work with the Food Security and Livelihoods teams in SCUK and SCUS and with one of the key technical partners of the HEA Sahel project, the Food Economy Group (FEG).

DELIVERABLES

Deliverables will be agreed upon at the signing of the contract and could change throughout the duration of the consultancy. It is essential that the consultant be flexible and adapt to these changes. Some likely deliverables will be:

  • 4-6 field trips completed, with trip reports submitted
  • OA sessions technically support in 3 identified countries (Mauritania, Nigeria, Burkina Faso), with OA reports written and published on the HEA Sahel website
  • Financial reviews of implementation plans with clear recommendations made for each country
  • 3 Presentations made or supported, of the HEA Sahel Atlas
  • Contribution to finalized versions of data validation systems for key parametres
  • Contribution to the development of ToRs and recruitment of consultancies (Tracer Study, Advocacy Study, etc)


Qualifications and experience

Essential:

  • Degree in Economics, Statistics, Finance, Agriculture, Development studies or similar field
  • Senior level thematic and operational experience in delivering HEA technical support or related work for at least four years in the region;
  • Excellent training and capacity building skills, particularly for country and regional partners;
  • Ability and willingness to travel at short notice, occasionally to remote and insecure locations.
  • High level of familiarity within the context of work in the Sahel for food security and livelihoods issues including knowledge of relevant food security institutions;
  • Proven advocacy skills and experience;
  • Strong interpersonal and partner building skills
  • Highly developed writing and verbal communication skills in both French and English, particularly in using donor required tools and systems for reporting and communication;
  • IT skills (MS Word, MS Excel, MS PowerPoint, MS Outlook and Internet)

Desirable:

  • Experience or knowledge of working and living in Sahel
  • Specific experience of designing and managing DFID, ECHO, OFDA and other major donor projects- Familiarity with the programming context of Save the Children vis a vis food security and livelihoods

BUDGET AND TIMEFRAME

The timeframe for this consultancy is 3 to 4 months, with a start date as soon as possible. The Consultant will be paid an agreed-upon daily or monthly rate.
