Contract length: 12 months


The role

The Program Development and Reporting Manager will support the Program Development and Quality Director, the Program Managers, and Technical Advisers in the development of proposals, concept notes and carry out needs assessments. The role of the Program Development and Reporting Manager is to ensure that programs are developed and implemented using an integrated, cross-sectoral approach. The post holder will be expected to lead the coordination between technical and operational teams to ensure that proposals are developed and include input from each team (i.e., practical and demonstrated workable approaches, and high quality results).

The Program Development and Reporting Manager is also expected to closely work with the Awards and Compliance Manager, Finance Manager, and Monitoring, Evaluation, Accountability, and Learning (MEAL) team to ensure that proposals, reports, and projects are developed and implemented in compliance with donor requirements and are submitted on time.

The job is based in Ramallah, oPt Country Office (Palestine)


Qualifications and experience

Essential

  • Significant experience in Development and Reporting
  • Significant experience of working internationally in humanitarian programs
  • Education to MSc/MA/MEng level in a relevant subject or equivalent field experience
  • Experience of leading the preparation successful funding (narrative and budget) proposals and reports for donors, including ECHO, DFID, JPF and OFDA.
  • Previous first phase emergency response experience is essential
  • Previous experience of project management and project cycle management, including project design, implementation and evaluation
  • Good understanding of donor compliance and reporting mechanisms and requirements
  • Good understanding of monitoring and evaluation mechanisms.
  • Ability to work well under pressure and work to deadlines
  • Experience of representation and ability to represent Save the Children effectively in external forums.
  • Experience of and commitment to working through systems of community participation and accountability
  • Experience of budget management and monitoring
  • Excellent communication skills
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Excellent written and spoken English
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of Save the Children.

Desirable

  • Language skills in Arabic
  • Experience or understanding of working in the oPt or the Middle East
  • Experience working for Save the Children and working across organisational structures
