CARE has been responding to the Syria crisis since 2013, and has taken concerted steps to work at scale inside Syria and in neighboring countries. This DFID-funded Resilience Program will be CARE’s single largest program to be implemented in Northern, Central and Southern Syria in partnership with Syrian organizations.

The Chief of Party, based in Amman, will be responsible for the effective implementation of this program and will directly supervise a Program Management Unit based in Amman and will support partners working inside Syria to implement the various components of this program. Ensuring program quality, donor reporting and liaison and ensuring effective and responsible financial management of the program will be her/his main responsibilities.

Qualifications include:

  • Post-graduate degree in social/political sciences, arts or in a humanitarian assistance related field

  • 7-10 years of project management experience (planning, monitoring, evaluation) in humanitarian context, including in a leading position.

  • Previous DFID experience or management of similarly large or complex grants.

  • Experience in organizational representation, coordination and liaison.

  • Experience in narrative and financial reporting on complex projects to international donors.

  • Experience in implementing projects within partner networks and within a remote management context

  • Experience in developing strategies and resource mobilization plans.

  • Willingness and ability to travel within the Syria response sub-region

  • Excellent conceptual, planning, organizational, and leadership skills.

  • Excellent communication, negotiation and problem-solving capacities.

  • Ability to manage stress, multi-task and take decisions.

  • Fluency in English (written and spoken), knowledge of Arabic an advantage.

  • Strong computer literacy.
