Exact Job Location:    Juba with travel to other field locations as required,

Responsible for:             Distribution Team
Liases with:    ACD Programmes, ACD Systems, Logistics, Head of Administration, Accountants, HR Manager, Country Director, external coordinating bodies and other stakeholders.
Job Purpose:
To manage and support the planning and implementation of Concern’s food and NFI distribution programme.
Main Duties & Responsibilities:
Representation
•    Represent Concern through engaging with relevant clusters, UN, beneficiaries, local authorities, NGO’s and other stakeholders with respect to Concern’s distribution programme.

Programme Implementation
•    Ensure all distribution programme activities are executed in line with best practice and Concern programming guidelines
•    Assist in the ongoing review and adherence to the beneficiary selection criteria in conjunction with stakeholders
•    Ensure distribution activities are scheduled and implemented within agree time scales and in liaison with stakeholders
•    Assist in timely and comprehensive investigations of any complaints received or allegations of misappropriation are undertaken
•    Ensure Concern and donor’s reporting guidelines are fulfilled.

Administration
•    Compile logistics, admin and distribution reports as and when required
•    Report any incidents/factors influencing the implementation of the distribution programmes.
•    Participate in the management of resources to ensure efficient and effective use.
•    Ensure health, safety and security at the workplace including distribution sites is maintained and ensure Concern’s health and hygiene standards are adhered to.
•    Engage with donor tracking and reporting obligations (eg WFP) as required
•    Ensure the timely preparation and submission of monthly reports

Logistics
•    Support and actively participate in the management of logistics operations (Stores, Warehousing, Concern Transport, Purchasing, Communications)
•    Support compliance with Concern Worldwide and donor logistical and administrative systems and provide training as and when required
•    Ensure the timely receipt and dispatch of goods and commodities to support distribution activities
•    Ensure effective commodity tracking systems are in place and full accountability for goods distributed is guaranteed.
•    Responsible for the effective management of Secondary Transporters used by Concern to support distributions

Human Resources
•    Liaise with line Manager and other Field Office Staff to ensure effective support systems are in place and implemented to support distribution programmes
•    Ensure proper management of all distribution staff in line with their roles and responsibilities
•    Support management staff to ensure the implementation of, and adherence to Concern Worldwide’s policies and procedures and provide training as and when required
•    Assist with the training, development and capacity building of staff with respect to their roles and responsibilities

PERSON SPECIFICATION
ESSENTIAL
1.  Education & Qualifications Required:
Essential:
•    Relevant 3rd level education
•    Computer literate to a high level
Desirable:
•    Qualification in Humanitarian Logistics
•    Qualification in development studies

2.  Experience Required:
 Essential:
•    Experience working in an emergency setting with a focus both on project and systems support at management level
•    Experience of managing and working in food and NFI distributions in emergencies
•    Experience of working with WFP
•    Experience of working with communities
•    Fluency in English

Desirable:

  • 3 years management experience
  • Experience of working with UN system
  • Experience of work in South Sudan / Horn of Africa region
  • Experience in Training and Capacity Building
  • Experience in Developing and Setting Up Monitoring and Evaluation Tools in hygiene promotion
