General context

The Dutch organisation HealthNet TPO is a knowledge-driven, non-profit organisation that works in areas disrupted by war, disasters and poverty. Working together with local populations the organisation focuses on assisting in the transition from emergency / humanitarian aid to sustainable health care development.

HealthNet TPO’s programme in South Sudan dates from 1996. HealthNet TPO aims at contributing in the improvement of the overall health situation and supports the strengthening of health systems to ensure the provision of quality health care. Moreover HealthNet TPO aims to include and build the capacity of Sudanese organisations, communities and authorities.

Currently HealthNet TPO implements a health service delivery programme in Western Bahr el Ghazal (WBEG) and Northern Bahr el Ghazal (NBEG), funded by DFID/Health Pooled  Fund (HPF ). It is also one of the four members of the Dutch Consortium for Rehabilitation (DCR) that has been awarded Dutch Ministry of Foreign Affairs funding for the period 2011 – 2015. The main aims of the DCR programme relate to strengthening health and community systems to ensure basic service provision with increasing involvement of civil society. HNTPO is also one of the 4 members of the SHARP consortium, a sexual reproductive health project funded by the Dutch government implemented by HealthNet TPO in Northern Bahr El Ghazal state.

Purpose of the position

The Senior Public Health Advisor will have primary responsibility for the content, quality and relevance of HealthNet TPO’s interventions in South Sudan. This includes the full project cycle. The Senior Public Health Advisor will serve as an advisor to project managers and technical advisors based in the field offices and he/she will ensure that projects meet agreed upon HealthNet TPO standards.

He/she will have to respond to specific requests from the field and will be involved in project identification, formulation, monitoring, evaluation and winding down or the closing of projects.

The position is based in Juba, Central Equatoria state, and the technical advice will be provided through open and regular contact (mostly e-mail/skype) and frequent visits to the project sites, currently located in Wau, Raga (Western Bahr el Ghazal) and Nyamlel (Northern Bahr el Ghazal).

The Senior Public Health Advisor will also have an important role in liaising with collaborating NGOs, international organisations working in the health domain, health authorities and with community structures to increase the awareness and to support capacity building.

Place in the organisation (reporting lines)

The Senior Public Health Advisor reports to the Country Director and he/she will be the content manager of all the technical aspects pertaining the projects being developed and implemented.

Key accountabilities and responsibilities

  • Develop, lead and ensure the effectiveness of implementations of health strategies and interventions, ensuring their consistency with the country programme, while optimising the synergy of a programmatic, national approach
  • Provide expert advice, support and training to the MoH in developing public health policies for South Sudan and translating them into effective operational strategies.
  • Collaborate with the Amsterdam office in selection, recruitment, briefing and utilization of appropriate consultant experts in relevant fields
  • Ensure that monitoring and evaluating interventions are in place related to standard donor indicators and to ensure that these are evidence-based and implemented in a comprehensive and cost-effective manner
  • Support the effective establishment of management systems (supplies, equipment and transport)
  • Ensure that the projects focus is on capacity building so that the community, health centres and partners acquire the needed knowledge, skills and sense of responsibility and ownership
  • Stimulate awareness and the promotion of health care by liaising with collaborating NGOs, international organisations working in the health domain, Health Authorities and with community structures
  • Represent HealthNet TPO in technical fora of interest like the South Sudan NGO Health Forum, the WHO led Health and Nutrition Cluster and other fora as appropriate.
  • Lead the development of projects proposal writing
  • Lead the review/revision of  all technical narrative reports
  • Work with other HealthNet TPO team members to assure the preparation of work plans, frameworks and other documents required for the achievement of project results and arrange for workshops or sessions to revise work plans and achieve consensus;
  • Contribute to the dissemination of HealthNet TPO’s experiences by assisting in the development of publication and communication material, i.e. scientific papers, lectures, newsletters, leaflets, Annual Reports, or articles for newspapers/magazines, participation in seminars and conferences;
  • Liaise, build and maintain relations with health institutions, notably the Ministry of Health (National and State level)  and health authorities, collaborating NGOs and other (international) organisations working in the health domain as well as relevant network agencies.

Skills, knowledge and expertise

  • All round public health expert with MPH or similar relevant post-graduate degree, with a sound understanding of (global) public health issues and health systems strengthening in fragile countries;
  • Minimum of five years relevant experience working in developing countries;
  • Excellent planning, communication and supervisory skills;
  • Proven training and health education skills;
  • Experience with information management and monitoring systems;
  • Experience in networking and maintaining relationships in a culture that is built on consensus;
  • Fluency in English with proven proposal/ report writing skills;
  • Computer skills incl. MS Word, Excel, Power point and Outlook;
  • Knowledge of spoken Arabic and local languages is an advantage;
  • Previous work experience in South Sudan a plus

Additional job specific information

This is a full time position based on a 40 working hours per week. Due to the location this is a non-dependent post.
