Job Purpose:

 

Provide planned and timely support to effectively demonstrate programme progress and achievements through effective results based management.

 

  • Provide support to project managers in developing and implementing monitoring and evaluation (M&E) plans;
  • Develop and update a country-wide multi-programme M&E chronogram for baseline, midline, end-line and on-going monitoring requirements
  • Plan specific M&E events in collaboration with ACDPs and AC; ensuring that material and human resources are made available by programme staff;
  • Liaise with HO based M&E and IT staff regarding the development of appropriate monitoring tools and establishing electronic information formats;
  • Provide support to programme teams as they undertake monitoring and evaluation initiatives and data collection, including the provision of training, and participation in field based data collection as required;
  • Elaborate, and support others in the analysis of data, and production of monitoring reports;
  • Particular emphasis will be placed on Irish Aid multi-sectorial programmes, and ensuring data is appropriately collected and analysed according to schedules;
  • Support Programme and Project managers with effective local storage of collective information, and ensure information is recorded and available electronically in the Port au Prince office.
  • Updating (and creation) of communication materials for local and international PR.
  • Provide support to Programme staff and Assistant Country Director Programmes in writing quality Project Proposals, Reports and case studies;
  • Attend clusters and other coordination unit meetings as required;
  • Assist HAP (Humanitarian Accountability Partnership) focal point in rolling out the Accountability implementation plan.
  • Assist the Senior Management Team to develop country specific papers and reports;
  • Provide technical support to the Project Support Officer to manage the storing of documentation, both electronic and hard copy documentation
  • To support the development of the national Project Support Officer
  • Working with indicated programme staff, support the development of the Programme Monitoring framework and maintenance of monitoring database.
  • Support the compilation of monthly activity reports and timely provide up-to-date information related to Concern’s programs to coordination bodies (OCHA, CCCM, etc.),
  • Ensure harmony between all M&E tools and documents used across the Haiti programme
  • Conduct technical field visits to monitor and provide guidance and support to ensure that quality data is collected and analysed regularly and effectively.
  • Provide management support to the M&E officers, including the establishment of clear objectives, undertaking regular performance reviews, and the provision of regular work planning and advice.

PERSON SPECIFICATION

 

ESSENTIAL

Education, Qualifications & Experience Required:

  • Degree in development/humanitarian studies or similar field
  • Prior practical experience working in development/ humanitarian field with an NGO
  • Experience with and knowledge of the main donors (EC/ECHO/USAID) or other funding mechanisms
  • Proven experience in proposal writing
  • Experience with computer graphics, software for page making and photo format, desktop publishing

 

Special Skills, Aptitude or Personality Requirements:

  • Fluent in French or English, both verbal and written with good written and oral skills in the secondary language
  • Demonstrable experience in the input and management of survey data;
  • Proven ability in report writing, research and documentation; great attention to detail.
  • Familiar with the project management cycle
  • Ability to act as part of a multi-cultural and multi-disciplinary team
  • Ability to organize and prioritize workload, using initiative when appropriate
  • Ability to cope with stress, work under pressure often to strict deadlines

DESIRABLE

Education, Qualifications & Experience Required:

  • Bachelor or Master`s Degree in Development/ Humanitarian field
  • Experience in Monitoring and Evaluation techniques
  • Experience designing and managing beneficiary monitoring and database systems.Familiar with statistical analysis software packages (SPSS, STATA or EPI)

Special Skills, Aptitude or Personality Requirements:

  • Familiar with mainstreaming gender, protection and HIV in programming
  • Familiar with programming in health, WASH, livelihoods and/or education sectors
