DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION 
The American Refugee Committee (ARC) Sudan Program started in 2004 in response to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tullus and Gereida corridors in South Darfur. In 2014, ARC expanded services into underserved villages in the East Darfur. The overall aim of the program is to improve the well-being of the target populations by addressing their immediate humanitarian needs and contributing to long-term community stabilization.

In conjunction with the Head Office in Khartoum, the field offices in Nyala, South Darfur and Ed Daein, East Darfur support the delivery of primary health care services at 16 rehabilitated community clinics, one reproductive health unit and one BEmOC facility. Water and sanitation services, including the construction/rehabilitation of boreholes, water yards, household and institutional latrines and hygiene promotion messages, are also delivered in over 70 conflict-affected communities. A small agriculture component assists resettling IDPs and host populations with seeds, tools and extension services to grow their own food. ARC programs enable resiliency in rural communities in both regions in the face of recurring conflicts and natural disasters such as drought, flooding and environmental degradation. The goal is to aid transition to early recovery in Darfur, in an equitable and environmentally sustainable manner.

With an annual budget of between ${esc.dollar}{esc.dollar}{esc.dollar}{esc.dollar}{esc.dollar}{esc.dollar}{esc.dollar}{esc.dollar}9-12m, the Sudan Program has 10 expatriates and over 370 national staff some of who are seconded from the line Ministries of the Sudan government.


PRIMARY PURPOSE OF THE POSITION 
The Health Coordinator is responsible for overseeing and building ARC’s health portfolio in Sudan. The Health Coordinator provides leadership, direct management and technical guidance to the primary and reproductive health team and is accountable for the development and implementation of high quality programs. The Health Coordinator mentors and builds the capacity of staff, establishes clear systems and protocols to ensure services are of quality and meet international and nationally accepted standards. The Health Coordinator also represents ARC at donor meetings, Health Cluster meetings and other inter-agency meetings and contributes to the development and implementation of new programs and services.


MAJOR AREAS OF ACCOUNTABILITY 
PRIMARY DUTIES/RESPONSIBILITIES 

Technical Guidance and Leadership – 40%

  • Builds the capacity of ARC’s national reproductive and primary health care teams. Facilitate regular trainings for health team members and health personnel to strengthen their skills in areas of clinical service provision, staff management, and routine data collection and reporting.
  • Ensures the availability and utilization of effective systems for primary and reproductive health program planning, implementation and evaluation. Ensures that standard procedures and protocols are practiced. Implement and monitor case management based on existing MoH/WHO guidelines and protocols.
  • In collaboration with the national counterpart, prepares quantitative and qualitative reports of all health activities according to donor and MoH reporting guidelines.
  • Establish protocols and systems for drug management and ensure that facilities have constant supply of essential medicines and equipment. Follow up drug consumption in comparison with reported cases managed.
  • Develop BCC strategy and community outreach strategy to increase demand and uptake of services.
  • Provide technical oversight in the integration of health activities in other sectors such as WASH, Nutrition and Agriculture.
  • Travels frequently to ARC supported sites for supervisory visits.


Program Management and Program Development – 40%

  • Develop and track workplans and action plans.
  • Ensure progress towards established indicators.
  • Review budget versus actuals on a monthly basis and make adjustments to activity plans accordingly. Ensure proper budget spend down of health programs.
  • Develop reporting tools for data collection and ensure that reports are submitted on time.
  • Participate and lead needs assessment, analyze and organize data/information
  • Lead the development of donor reports, proposals and concept notes.


Representation – 20%

  • Represent ARC in donor and other health related forums and meetings liaise and coordinate activities in the field with MoH, UN agencies and other INGOs and NGOs.
  • Performs any other duties assigned by the Senior Program Coordinator.



EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

  • Health professional with MPH degree preferred or related experience.
  • 3-5 years of experience in managing PHC and RH programs complex emergency settings; preferably in Africa
  • Strong leadership and management experience with at least 3 years of supervisory experience.
  • Strong proposal and report writing skills with proven organizational/multitasking skills.
  • Strong coordination and leadership skills with proven ability to work across multiple technical areas simultaneously, supporting and mentoring multiple staff members.
  • Demonstrated knowledge of Health Information Systems, and Primary and Reproductive Health Care concepts.
  • Experience in project management and managing budgets.
  • Experience in Monitoring and Evaluation.
  • Familiarity in EPI info and/or SPSS.
  • Must be fluent in English, knowledge of Arabic a plus.
