PRIMARY PURPOSE OF THE POSITION

The Program (GBV/Protection) Manager would lead a team of GBV/Protection project staff to effectively implement GBV prevention and response activities in field locations.  ARC undertakes GBV/Protection programing in Northern Bahr El Ghazal, Warap, Central and Eastern Equatoria States.  In addition, ARC is positioning to expand emergency programing possibly in at least one of the States affected by the recent conflict.

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES  

 

Program Management, Development, Monitoring and Evaluation – 30%

  • Develop strategy to grow and expand the GBV and other ARC programs in the field locations and implement when approved.
  • Utilize ARC’s GBV program tools and approach developed for GBV programming in South Sudan.
  • Develop a technically sound program work plan and activities consistent with the goals and objectives of the program in coordination with the Sr. GBV Program Coordinator. 
  • Provide training, mentoring and support to local multisectoral response partners in order to strengthen local capacity and sustainability to provide response services.
  • Supervise a pilot Women’s Center project providing psychosocial support to survivors of GBV including case management, referral, livelihood and functional literacy activities.
  • Pilot an emergency response model with support and oversight from ARC’s technical team.
  • Lead oversight and monitoring of GBV project activities.
  • Assess and address quality of care and access issues for women and girls.
  • Compile monthly data using GBV Information Management System.
  • Submit timely technical monthly reports in provided format to Sr. GBV Program Coordinator.

 

Coordination & Advocacy – 20%

  • Promote a positive profile of the program and good understanding among other sectors, partners and communities about the program. 
  • Ensure ARC co-facilitates and actively participates in GBV sub cluster/Protection Cluster in the  States
  • Lead operationalization of the respective State Standard Operating Procedures and referral pathway.
  • Develop and maintain strong working relationships with all stakeholders – including government ministries, community leaders, NGOs, UN agencies, and community based organizations to enhance multi-agency and multi-sectoral cooperation and coordination.

 

Financial Management – 20%

  • Manage GBV program budget in the assigned South Sudan field locations to maintain program expenditure within budget parameters.
  • Utilize financial planning tools such as spending plans, procurement plans, work plans based on activities and budgets.

 

Human Resource Management – 20%

  • Facilitate training for ARC’s field based team and CBO partners on GBV prevention and response strategies.
  • Monitor staff performance and develop staff capacity building plans in coordination with staff.
  • Provide leadership and support to ensure staff well-being, i.e., monitor and manage stress management by providing regular opportunities for staff debriefing to address secondary trauma, etc.

 

Others – 10%

  • Lead and manage the ARC staff, resources and programs in assigned States
  • Represent ARC in the States and act as key liaison with the local administration and other stakeholders regarding GBV/Protection programing
  • Develop GBV and other program concepts, ideas and opportunities based on continuous monitoring of needs and opportunities
  • Perform other tasks as may be assigned by the Supervisors.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

  • Masters’ Degree in Social Work, Public Health, International Human Rights, Law or other related field preferred; or equivalent combination of education and relevant experience as stated below.
  • 2 years international experience working on a Protection or GBV prevention project in conflict or post conflict environments
  • Experience leading emergency response projects addressing protection or GBV prevention and response.
  • Experience running a community/women’s center providing psychosocial support to survivors of GBV is an asset.
  • Awareness and knowledge of GBV international best practices including IASC GBV Guidelines, SOPs, IMS and Coordinator Handbook.
  • Knowledge of SASA! approach is an asset.
  • Excellent facilitation, training and research skills.
  • Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect.
  • Good communication skills, with good spoken and written English. Arabic an advantage.
  • Excellent report writing, research documentation and presentation skills.
  • Demonstrated experience of monitoring and evaluating projects.
  • Familiar with the issues and cultures in South Sudan; and ability to interact with people at all levels, individually and/or in groups.
  • Ability to work independently in low resource context.
