The Consortium Finance and Admin Manager (CFAM) is responsible for providing overall management of the Consortium`s Finance and Admin support team; to ensure optimum support to component activities and partners within the policies of CARE, donors and the laws of Zimbabwe. The CFAM is expected to provide leadership in the disbursement of funds to partners, the accountability, the compliance, the procurement, the financial reporting and the logistics for implementation of a six million dollar, three year program in one province of Zimbabwe. He or she is responsible for coordinating the program support side of a consortium of local and international NGO partners in terms of donor reporting and budget management of the Programme.

Responsibilities AND Tasks:

  1. (20%)

Provide proper supervision and management for all direct reports and lead the establishment and functioning of a strong, effective and coordinated program support team.

 

• Ensure the proper implementation of CARE`s performance management system for direct reports, including job description and IOP development, regular feedback, mid-term reviews and annual performance appraisals.

• Proactively address performance issues through regular, constructive and honest feedback and coaching.

• Identify necessary staff development, career development and succession planning strategies for direct reports.

•Ensure that space and incentives are available to allow staff to develop and innovate.

 

  1. (25%)

 

Oversee and direct the financial transactions, disbursements to partners, bank reconciliations, and financial reporting to donors, as well as the monitoring of partner expenditures.

• Provides oversight on Consortium budget management for CARE and the partners, ensuring that the Consortium Team Leader (CTL) is aware of over or under spending.

• Carries out quarterly budget reviews and revisions with CARE and the partners.

• Signs cheques and bank letters

• Audits the accounting practices and financial reports of consortium partners

• Directly supervises Consortium accounting staff

 

  1. (25%)

 

Ensure that the logistics, IT, procurement, and admin functions are running smoothly in the Consortium office, are complying with CARE and donor policies and are delivering timely quality services to the program team.

• Ensure that procurement is turning around internal requisition requests within 7 days.

• Monitor the use of vehicles, ensure that they are fueled and maintained in a timely manner, and available for the various users according to weekly plans..

• Directly supervise the admin staff in the Consortium and district offices.

• Ensure that asset management is handled through the asset register, annual physical counts, and spot checks.

• Ensure the property leases are kept up to date and that offices are adequately maintained.        

• Ensure strong commodity management, and accountability where applicable.

• Review and monitor the adherence of Consortium and partners to donor operational policies and to the laws of Zimbabwe and initiate corrective action as required.

Ensure that the district program activities are receiving timely quality support in terms of logistics, procurement and funds.

• Visits district offices regularly to monitor their compliance to policies.

• Solicits feedback from program staff on the services provided by district and Consortium program support units.

• Actively seeks solutions, improvements, and innovations in service delivery.

• Ensure that lessons learned are consolidated and used to inform ongoing and future practices.

• Supports the disposal and maintenance of assets and inventory in district offices

  • Perform other duties as assigned.

 

Qualifications

 

Required

 

  • Minimum of 10 years working experience managing portfolios of USD 5 million or more.

 

Programme Management

  • Demonstrated experience in leading strategic and operational planning
  • Demonstrated leadership and management skills in a very complex international setting
  • Extensive conceptual skills including development of programme strategy
  • Advanced writing skills in English

• Demonstrated experience in budget development and reporting

  • Experience in auditing and internal controls

 

People/Relationship Management

  • Demonstrated leadership and interpersonal skills
  • Ability and interest to coach and develop staff
  • Experience with performance management
  • Experience with the management of a diverse workforce
  • Strong representation and negotiation skills
  • Demonstrated use of positive coping strategies in stressful environments
  • Demostrated cross cultural communication skills

 

Financial Management

  • Knowledge and experience with financial management as demonstrated by:

   Ability to manage a complex budget

   Donor compliance and reporting

 

Information/Knowledge Management

  • Ability to establish a learning culture within the Consortium

 

External Relationships/Fundraising

  • Experience in successfully managing institutional partnerships with national and international NGOs
  • Experience in establishing and maintaining collaborative relationships with donors and government counterparts.

 

 

Desired

  • Experience in a consortium of local and international NGOs or managing large sub grant agreements
  • Past work experience in Zimbabwe or Southern Africa
  • Experience working with FAO or DFID programs
  • Demonstrated experience with reporting requirements with range of international donors (i.e USAID, EU, DFID,FAO)
  • Experience and skills in conflict mitigation processes

 

 

Education and training

 

Required

  • Bachelor`s Degree in Accountancy or a relevant degree and full higher national diploma such as CIS, ACCA or CIMA

 

Desired

  • Advanced degree in Administration or Management would be an added advantage
