The Area Director for Northern Syria manages CARE's operations into Northern Syria from a hub in neighbouring countries, with an emphasis on fulfilling CARE’s humanitarian mandate in line with the CARE International Humanitarian strategy and CARE’s global vision and mission. The Director strives for impact that benefits women and girls, addresses injustice and discrimination, and enhances the lives of vulnerable communities inside Syria.

Reporting to the Syria Country Director, the Area Director directly oversees program (and eventually program support) teams for Northern Syria, ensuring relevant, impactful, accountable and principled programming that addresses the needs of vulnerable Syrian communities. He/she will, as part of the Syria SMT contribute to the development, testing, and scaling up of CARE's Syria strategy; ensuring that our approaches are based on sound contextual and needs analyses, in coordination with Syria-wide technical teams and in collaboration with the area director for South/Central.

He/she will lead on fundraising for the North in collaboration with the Syria CD, and where needed in coordination with the South/Central Syria Area Director and Syria-wide technical advisors. In collaboration with the Syria Finance Director, he/she will ensure financial oversight and viability of the portfolio in Northern Syria. S/he is responsible for adequate emergency preparedness and manages emergency programming and operations. S/he establishes and sustains productive relationships and political influence with donors and strategic partners, and with relevant government officials in close consultation with the CARE Turkey CD (as the official representative for CARE in Turkey). S/he is a member of the senior leaedership team (SMT) of CARE Syria and as such, contributes to the broader humanitarian response in Syria, by sharing knowledge and supporting the generation of evidence to inform CARE's programming in other parts of Syria and the region.

The area director is accountable for competent operational risk management of CARE’s programs in Northern Syria and ensures that staff abide by the host country safety guidelines and instructions (i.e. CARE Turkey S&S requirements). This includes the proper management, well being and safety of CARE staff/consultants and the proper stewardship of CARE's resources. S/he oversees the procurement and logistics teams for the area program, as well as operational human resource management within the area hub. S/he encourages on-going staff development to motivate and strengthen the teams’ resilience in the face of change.The Northern Syria director models and ensures systematic practice of CARE core values - Transformation, Integrity, Diversity, Excellence and Equality- S/he also promotes Gender Equality and Diversity among Northern Syria staff and in programming. S/he will help build effective teams, coalitions, partnerships and networks within and beyond CARE.

Primary Skills:

  • Bachelor's Degree in related field
  • 4-6 years in senior management position in development/humanitarian
  • Demonstrated experience in leading operational planning
  • Extensive conceptual skills including strategic analysis
  • Demonstrated management skills in a complex international setting
  • Strong track record of humanitarian programming in complex environments
  • Familiar with humanitarian principles and coordination
  • Demonstrated self-awareness, leadership and interpersonal skills
  • Strong human resource management skills including capacity building, coaching and conflict management;
  • Experience supervising and developing a multi-disciplinary team in a cross-cultural setting;
  • Demonstrated interest and ability to give and receive feedback, develop, motivate and lead a diverse team to achieve results;
  • Demonstrated use of positive coping strategies in stressful environments
  • Knowledge and experience with financial management as demonstrated by ability to:
  • Manage a complex budget
  • Effectively follow-up on internal and external audit recommendations
  • Ensure donor compliance and reporting
  • Ability to establish a learning culture within the Unit and to facilitate knowledge sharing across CARE
  • Experience in successfully managing various forms of partnerships with national and international NGOs, etc.
  • Experience in establishing and maintaining collaborative relationships with donors and government counterparts.
  • Strong representation, influencing and negotiation skills.
