IRC-UK
Our European headquarters, IRC-UK, was established in London in 1997 to support the organisation’s global activities and particularly to diversify its donor base and be able to better advocate with European policy-makers on behalf of the people we serve. IRC-UK comprises approximately 70 staff across five departments.

JOB PURPOSE
The International Rescue Committee seeks a full-time Monitoring, Evaluation and Learning (MEL) Manager for IRC-UK’s Humanitarian Framework Agreement with Sida (the Swedish International Development Cooperation Agency).

The purpose of the role is to:
• Provide technical monitoring and evaluation support and guidance to Sida HFA projects;
• Oversee, provide technical support and advice to country teams on the research and learning activities/outcomes in Sida HFA projects, including the design, completion and dissemination;
• Provide technical support towards the roll-out and uptake of the ‘Monitoring for Action’ initiative.

The MEL Manager will be responsible for providing remote and in-country support to Sida HFA country projects with monitoring activities including data collection, programme adaptation as necessary, developing appropriate systems to capture and analyse information. The post holder will have experience in providing this type of technical support to country teams and must be able to demonstrate skills in data analysis. The post will also be responsible for providing support with ongoing and planned research, evaluation and learning activities in accordance with this Sida Framework and related to IRC’s key sectors, including women’s protection and empowerment, economic recovery and livelihoods, education, protection, governance, and health, working closely with the relevant Technical Advisers and Program Coordinators. The role requires a mix of operational and research skills and, a strong knowledge of humanitarian and development issues in crisis affected areas.

The IRC’s Research, Evaluation and Learning (REL) Unit aims to improve humanitarian aid and development through rigorous research and evaluation, using multiple methods from a wide range of disciplines. The MEL Manager will be based in IRC-UK’s office in London, reporting to the Frameworks Manager. The position is anticipated to start as soon as possible, and as a minimum will run until April 2016, with the expectation of being extended for further 12 months plus.

MAIN DUTIES AND RESPONSIBILITIES
Technical support and guidance
• Provide in-country and remote support and guidance to country teams to ensure quality and consistency in regular programme monitoring and evaluation, including the development of data collection tools, monitoring plans, resources, databases/systems to analyse project data, and training/capacity building for in-country monitoring staff.
• Provide support to project teams to complete baseline, mid-term and endline evaluation/surveys.
• Oversee and/or support research, evaluation and learning outcomes in Sida HFA projects, including the design, completion and dissemination, and here relevant in collaboration with IRC REL staff, country programmes and research partners/consultants.
• Provide support to build skills in interpreting research results and using an evidence-based approach to inform program decisions and adaptation.
• Work with IRC Technical Units to develop and refine learning priorities, integrate research into programming and initiate research and evaluations based on learning priorities.
• Contribute to IRC’s Monitoring for Action initiative and organisational measurement initiative, through supporting the roll-out, and capturing, analysing and sharing M&E learning and tools generated from Sida HFA projects.
• Contribute content on M&E and MEL activities and outcomes for annual donor reports, ad hoc updates, presentations, and annual programme submissions.
• Track expenditure against REL budget.

KEY WORKING RELATIONSHIPS
• Reports to Frameworks Manager (based in London)
• Technical advice from STA for Organisational Measurement (based in New York)
• Working with country Program Coordinators and Technical Staff; Regional Measurement Coordinators; Senior Monitoring for Action Coordinator (based in NY); and sectoral Technical Advisors.

PERSON SPECIFICATION
Essential
• Master’s degree with with the ability to apply both quantitative and qualitative methods to applied research questions
• Excellent IT skills, including Advanced Excel skills
• Project management experience
• Experience in coordinating research and evaluation activities across teams
• Experience in providing technical monitoring and evaluation-related support to field-based staff, including for the design, implementation and analysis of survey data
• Ability to build good working relationships and work effectively with programme and field staff from a distance
• Experience with / working in developing countries and/or a conflict-affected context
• Ability to travel frequently to project countries for MEL activities
• Working on European institutional donor funded programmes
• Fluency in English and working French (ability to have technical meetings and design and review tools and materials in French)
• Excellent communication and effective interpersonal skills, including writing and presenting for different audiences
• Organized self starter and able to manage competing priorities and identify strategic and critical issues
• Knowledge of the trends and issues in international aid monitoring and evaluation

Desirable
• Experience in MS Access, STATA (or an equivalent)
• Experience in electronic data collection
• Experience of building and managing European institutional donor relations
• Proposal writing experience
