The Emergency Team of DRC is currently looking for an experienced and technically strong Emergency Officer (EO) for immediate deployment to our humanitarian emergency operation in the Central African Republic (CAR).

Who are we?

In terms of operations, DRC is one of the largest INGOs in the Central African Republic, operating out of 4 Field offices in the North, 4 sub offices and the capital office (Bangui) and a complex funding portfolio.

The program strategy for 2014 and 2015 covers the sectors of Camp Coordination and Camp Management, Emergency Response in sectors of WASH, NFI and Food distribution, Protection, including Child Protection, Legal aid and Emergency Education, IDP profiling and protection monitoring as well as Food Security, Early Recovery and small scale infrastructure. Interventions are currently located in Four Prefectures: Ombella-Mpoko, Ouham, Ouham Pendé and Bamingui-Bangoran.

In support of our objective to continue delivering high quality assistance, DRC is offering the opportunity for motivated, experienced and dedicated Emergency profiles, to joint one of the world’s leading humanitarian NGO’s. 

Duties

The aim of DRC’s Emergency Preparedness and Response Strategy is to respond effectively and comprehensively to humanitarian emergencies and thereby to increase the scope and impact of the emergency programmers. Furthermore to strengthen the donor, corporate and private funding base and enhance DRC’s profile among the public and donors as a key actor in emergency operations.

As Emergency Officer, some of your duties will be to:

  • Assess the relevance and feasibility of setting up DRC emergency response in the Ouham Prefecture, with a focus on NFI/Shelter and WASH activities
  • Propose and design intervention concepts based on sectorial expertise
  • Set up and consolidate  NFI/Shelter/WASH activities
  • Supervise staff assigned to the emergency operation as agreed
  • Provide overall budget monitoring, financial management and expense control for the projects assigned in line with DRC or donor rules and guidelines as agreed
  • Ensure compliance with internal and external reporting requirements
  • Ensure compliance with the DRC accountability framework and donor guidelines
  • Any other duties as agreed with the Emergency Team Leader

About you

To be successful in this role you must have

  • Relevant University degree;
  • Excellent understanding of and solid work experience within humanitarian operations, and within several of the following areas: WASH, NFI/Shelter management, distribution, protection management and mainstreaming, and logistics;
  • Excellent coordination, capacity building, planning and analytical skills;
  • Minimum of 3-4 years proven experience working in emergency contexts, including provision of technical advice to field teams and program development;
  • Excellent advocacy and representation skills and experience with donor liaison and the UN system;
  • Self-motivated and observant of protection issues;
  • Previous experience with DRC is considered as an advantage;
  • Proven ability to live and work in an unstable, insecure environment;
  • Detailed knowledge of humanitarian principles, guidelines and standards;

Fluency (spoken and written) in French and English is a must.

We offer

An interesting job in one of the best NGO’s in the world. DRC will offer the successful applicant a 3 months contract, renewable dependent on both funding and performance. The availability date is 01/01/2015 and the duty station is in Batangafo, Central African Republic.
