We are looking for an energetic, dedicated and experienced logistician to join the DRC Team in South Sudan to fill the position of Logistic Manager in Ajuong Thok.

Who are we? 
The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than twenty five countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.

Danish Refugee Council (DRC) has been present in South Sudan since 2005. DRC and DDG merged in 2012 and currently have operations in Northern Bahr el Ghazal, Unity, Warrap and Upper Nile states.

DRC is a rights-based organisation and a member of the Humanitarian Accountability Partnership (HAP) and is therefore committed to documenting our accountability to the beneficiary population and the impact of our activities. DRC adopts a community-based approach, where beneficiaries and local authorities are included in the prioritising, planning and implementation of activities as an important measure of rehabilitation and capacity building.

About the job
The Logistics Manager will report to the Programme & Operations Manager and be responsible for the timely meeting of all programme procurement and logistic needs in accordance with the Operations Handbook and Programme Manual with adherence to the donor guidelines.

Duties and Responsibilities

Procurement

•   Maintain a high quality procurement system, which is accountable, transparent and compliant with DRC’s Procurement Policy and donor requirements
•   Manage all purchasing process at field level in accordance with guidelines
•   Prepare order requests, purchase orders and follow up with Head Office for procurement and transport of items from Juba
•   Ensure that the tracking and filing system to record and archive all procurements is rigorously maintained
•   Ensure all technical requirements of supplies/goods are met
•   Ensure systematic process of transporting items from Juba/suppliers to field locations, ensuring full control of movement and receipt of items.

Asset Management

•   Ensure all DRC assets are tagged and listed in the asset management database at the time of procurement with an asset file created for them and that a regular monitoring system is in place.

Fleet Management

•   Ensure all DRC vehicles are regularly serviced and maintained
•   Ensure safe operation of the fleet through daily check of vehicles
•   Ensure proper recording on fleet management (e.g. log books, fuel consumption etc.) according to DRC’s Logistics Reporting policy
•   Ensure that all movement is properly planned and monitored.

Storage

•   Maintain and be responsible for management of stocks for assets, stationery, spare parts and fuel at the compound
•   Maintain the warehouse and project assets and all related systems for the programme, ensuring full control of items at all stages, including stock management and release of items
•   Produce stock movement reports according the DRC reporting policy and formats.

Communication

•   Ensure documents with regards to satellite phones, mobile phones, V/HF radios are available and up-to date
•   Ensure IT and communication equipment is well maintained 
•   Ensure that security guidelines in relation to communication are followed.

Management

•   Management of assigned team, including drivers, assistants, warehouse staff, compound staff and security guards to ensure all duties carried out
•   Responsible for capacity building, on the job training and appraisals of staff 
•   Following HR guidelines in management of staff.

Programme Support

  • Ensure donor compliance is adhered to
  • Prepare regular, timely and accurate narrative and logistical reports for DRC, in accordance with Head of Office and logistics department
  • Represent DRC with relevant external local organizations and networks, actively networking and building relevant relationships
  • Support programme team with logistical aspects such as distributions, as needed
  • Manage the NFIs distributions to new arrivals and ensure proper recording and documentation in accordance with DRC accountability to beneficiaries and donors
  • Work with programme and finance team to prepare and follow up on procurement plan according to the needs of the programme.

 

About you
To be successful in this role you must have:

  • Proven experience for a minimum of 3 years in a logistics post within an internationally recognized NGO
  • Proven experience  in the following, including related documentation and procedures: asset management, procurement, including procurement plan preparation, fleet management, warehouse management, compound management, building capacity of staff in logistics, supply chain management and preparing logistic reports
  • Result-oriented individual with ability to deliver good quality work in timely fashion
  • Proficiency in using MS Excel and Word programs, and common computer and communications applications
  • Experience of managing logistical support staff
  • High level of interpersonal and negotiation skills and motivation to work as part of a team
  • Proficiency  in English required
  • Strong communication and interpersonal skills with excellent analysis and writing skills
  • Working experience in South Sudan or similar environment is a plus
  • Working experience in remote locations, particularly refugee camp setting is a plus
  • Ability to work in a multicultural environment, a post conflict area and emergency situation
  • Capacity to monitor large volume of operations, capacity to take high level responsibilities and to work under pressure
  • Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines
  • Experience of proactively identifying and addressing issues
  • An understanding of and commitment to DRC’s mission and values 

Conditions
Availability: As soon as possible
Duty station: Ajuong Thok, Unity State, South Sudan (non-family duty station)
Contract: 6 months (with possibility of extension, subject to funding and performance)
