We are looking for a Programme and Operations Coordinator (POC) at the Danish Refugee Council Stand-by Roster (DRC SBR) who can contribute to the ongoing development and functioning of the various rosters of the DRC SBR and thereby to the positioning of the DRC SBR as one of the leading Stand-by Rosters supporting the UN.

About the Danish Refugee Council and the Stand-by Roster

For the past 23 years the DRC has administered a Stand-by Roster with experts who can be deployed to the UN’s global humanitarian operations with short notice. The DRC SBR is funded by Danida, DFID and the UN and hosts currently three different rosters:

The Member Roster consists of experts who become members after a thorough recruitment process and who are offered trainings as well as deployments of up to 6 months duration. The Member Roster consists of around 350 experts within a selection of profiles who can be deployed to nine partner agencies of which UNHCR, UNICEF, OCHA, WFP and UNDP are primary.

On behalf of the UNHCR, the DRC SBR administers the RSD Roster which is a list of experts on Refugee Status Determinations consisting of around 120 members.

Finally, the DRC SBR runs an External Deployment Scheme which is a list of experts, who upon request of a UN agency, is deployed under the DRC SBR, however under a MoU where the financial responsibility lies with the requesting UN agency.

In addition to the three rosters the DRC SBR is about to establish a roster of investigation experts while administrating the contracts of the Joint IDP Profiling Service in Geneva as well as other strategic positions in global clusters.

The DRC SBR works in close cooperation with partner UN agencies and all tasks including continuous development of the capacity of the DRC SBR, are lifted by a team consisting of the Head of Unit, a Programme and Operations Coordinator, three Admin Desk Officers, and Student Assistants/Interns. The DRC SBR is a unit in the ‘Division of Emergency, Safety and Supply’ (DESS), which is one of three divisions in the International Department of the Danish Refugee Council.

The job

Within the framework of the mission and values of the DRC, as well as the particular goals and strategy of the DRC SBR, the Programme and Operations Coordinator will cover the following areas:

Deployment Unit:

  • Responsible for coordination and oversight of all activities in the Deployment Unit on a daily basis
  • Back-stopping for the Deployment Unit, including all tasks related to deploying experts to the UN
  • Responsible for developing and improving standard operating procedures and templates related to the work of the Deployment Unit
  • Point of entry for all UN requests and for administrating the specific mail account for incoming requests
  • Responsible for assuring donor compliance and high quality grants management for all projects related to the External Deployment Scheme and the RSD Roster
  • Debriefing of experts on the External Deployment Scheme and the RSD Roster in conjunction with the Admin Desk Officers.


The SBR database:

  • Overall responsible for the SBR database (HERO) including communicating with the service provider, identifying and testing new functionalities
  • Responsible for training of staff in the SBR database
  • Responsible for developing and updating the SBR database manual and other related guidelines


Support to the Head of Unit:

  • Acting Head of Unit in absence of the Head of Unit, excluding staff management issues
  • Contribute to planning, execution and evaluation of monitoring missions
  • Support to development and facilitation of induction trainings
  • Contribute to the strategic development of the DRC SBR including across DESS and DRC as a whole
  • Contribute to fundraising
  • Support to coordination and representation of the DRC SBR in relation to the UN and other stakeholders

And possible other ad hoc and backstopping tasks to be expected.

You will refer to and work closely with the Head of Unit of the DRC SBR. In addition, as you hold the responsibility of the daily work in the Deployment Unit, you will work closely with the Admin Desk Officers, Interns and the Student Assistant.

Qualifications

You have a strong quality mind set and a passion for details. You have an academic degree and your competences include strong project management and people skills, a strategic and analytic mindset, good communication and presentation skills and an excellent command in English. Knowledge of the humanitarian environment is an advantage.

As a person you are known for your positive approach and you enjoy working in a dynamic environment with many simultaneous tasks and changing priorities. Also you have a strong sense of responsibility for the delivery of relevant work products on time.

Conditions

Availability: as soon as possible

Duration: 12 months from the date of commencement with likely extension or fixed term contract if the work is satisfactory. The position is full-time, 37 hours per week.

The position is based at DRC Headquarters in Copenhagen; however some travelling is to be expected.

Salary and conditions are in accordance with the Academics (Organisation).
