IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), shelter, education, and emergency humanitarian assistance.

 

Job Overview/Summary: The IRC is seeking a Women’s Protection and Empowerment (WPE) Senior Manager with a strong background in design and implementation of community-based interventions and experience working with local partners and sub-grants. This position will oversee the different components of the program in ten IDP settlements in Baghdad.

With technical support from the WPE Technical Advisor based in New York and the WPE Coordinator based in Iraq the WPE Senior Manager will ensure that the goals and objectives of WPE components of the projects are met in a timely and effective manner.

The WPE Senior Manager will be based in Baghdad or Erbil depending on security, and directly oversees at least one Capacity Building Manager, two Senior WPE Officer and three WPE Officers. This position mentors, provide guidance and technical support to two Local Partners. The WPE Senior Manager will also liaise with the Iraq WPE team implementing similar programs in the northern region of Iraq.

 

Major Responsibilities:

  • Program Implementation
    • Supervise, coordinate and monitor the WPE team to ensure proper developing of the program activities;
    • Provide ongoing mentorship and guidance to staff and partner agencies to ensure programming meets best practice standards and guidance around GBV in humanitarian and community-based settings;
    • Work with other IRC departments to build organizational capacities with local partners to strengthen financial and financial management systems;
    • Strengthen capacity of WPE team, IRC staff and staff of local partners on knowledge and skills around women’s empowerment activities, case management, psychosocial support for women and girls, GBV core concepts, engagement of boys and men, gathering and analyzing sensitive data;
    •  Ensure smooth implementation of program activities in the target communities taking into account the cultural context and security situation;
    • Design, review and ensure the use of tools to monitor and evaluate the impact of the program on the local partners and Community;
    • Work with the team and relevant technical units to  develop and adapt training materials and prevention activities curricula and other materials to be used in target areas;
    • Oversee implementation of innovative programming to engage men in GBV prevention and women’s empowering activities by adapting program strategies and tools, training and coaching staff, developing relevant monitoring and evaluation tools and system; and
    • Oversee data collection, analysis and use of the Gender Based Violence Data Management System (GBVDMS) for reporting purposes and internal program adaptation purposes;
  • Management of Local Partner Relationship
    • Maintain a strong working relationship with two local partners implementing services within the target communities; to ensure smooth communication, coordination with other service providers, data collection, case management and community outreach;
    • Oversee timely implementation of project activities;
    • Oversee the communication and mentoring strategies used by WPE officers working with local partners;
    • Work with IRC finance staff and local partners to ensure financial transparency and sub-grant liquidation of funding to the local partners; and
    • Through the support of the WPE team draft and submit timely the monthly and quarterly reports and other sub-grant requirements for the local partner agreements.
  • Human Resources Management and Development
    • Explore capacity building and learning opportunities (in country and international) for direct reports and build capacity through formal training sessions, mentoring and coaching
    • Conduct Performance Review of the team, discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance.
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
    • Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures.
    • Lead with commitment, integrity and accountability to the “IRC Way” –  Global Standards for Professional Conduct
  • Additional Responsibilities
    • Consistently maintain and update project documents (e.g. overall/monthly/weekly implementation plans, spending plan, weekly updates, monitoring reports and donor reports) documenting progress and contextual developments;
    • Liaise with key stakeholders (e.g. community representatives, Community Representation Groups, other NGOs and programs, authorities, key service providers, extension departments) to facilitate the smooth implementation of project activities;
    • Work with the Grants and Compliance Unit to implement monitoring tools and procedures, and train staff on application; ensure transparent collection, analysis and documentation of relevant information and decisions made within the project; participate in program design and new business development as requested by WPE Coordinator or Deputy Director of Security and Programs;
    • Remain abreast of women’s protection (including IDP issues) and security trends in the targeted geographic areas and throughout Iraq, informing future programming; and
    • Participate in GBV Working Group to maintain a collaborative relationship with the donor and UN agencies.

Job Requirements: 

  • Education:
    • Master’s degree in Gender/ Women Studies, social work, public health, international affairs or other appropriate fields, or BA in related field with equivalent experience.
  • Work Experience:
    • Minimum 3 years of program management experience in the field of GBV, preferably working with conflict-affected populations, host communities or in urban settings; and
    • Experience with engagement of men and boys in GBV prevention or other behavioral change programming and demonstrated ability to work with and train local NGOs.
  • Demonstrated Skills and Competencies:
    • Understanding of international standards and guidance around GBV in humanitarian settings;
    • Understanding and ability in using GBVIMS;
    • Proven leadership, program management, staff development, planning, analytical, interpersonal, and communication skills;
    • Superior diplomatic skills, both for internal coordination and for working with Iraqi counterparts;
    • Familiarity with principles and practice of monitoring and evaluation;
    • Commitment to team work and ability to perform under pressure; and
    • Flexibilty and high capacity of managing last minute changes.
  • Language Skills: 
    • Fluency in spoken and written English; working knowledge of Arabic preferred but not required.

 

Working Environment:  This position will be based in Erbil until the security situation improves in Baghdad, at which time this position will be based in Baghdad. IRC provides shared guest housing with internet connection, electricity, amenities, and an on-call driver. Movement in Erbil is flexible but may be restricted at times due to the security situation, otherwise the Kurdistan Region continues to remain stable with access to restaurants and cafes.
