CARE is working in Syria to support vulnerable women, men, girls and boys affected by the ongoing civil war. We work both through partners and through direct delivery of humanitarian assistance across different parts of Syria. In addition, CARE supports livelihoods recovery and resilience programming across Syria. Most of our work is through cross border, remote-managed assistance modalities from neighboring countries, working closely with Syrian civil society organizations. Currently CARE’s core sectors in Syria are Food Security & Livelihoods (FSL), WASH and Protection, working with over 120 staff in hubs across the region. CARE’s programs North East Syria (NES) have a strategic focus on provision of humanitarian assistance (FSL, WASH, NFIs, etc.) and resilience centered programming with a key focus on livelihoods and food security. The resilience framework continues to strive to enable CARE’s programs to enable conflict-affected communities to better recover from shocks and changes in their context and also allows them to prepare for future scenarios. CARE places a high value on ensuring the specific needs of women, men, boys, and girls are met, through a gender sensitive approach, that seeks transformative outcomes.

The FSL Program Manager will lead lead the development and implementation of the FSL program strategy, to ensure CARE’s intervention is timely, effective and relevant to a range of needs and incorporates a gender focus in all aspects of programming. S/He will manage a dynamic FSL team, providing training, mentoring and capacity building for CARE staff and partner agencies. S/He will be responsible for budget and project management for a number of FSL projects, implemented both directly an through local partners. CARE’s intervention remains a hybrid model, with both direct implementation as well as implementation through local partner agencies. The FSL Program Manager will lead on refining this approach and ensuring modalities are tailored depending on the most effective and sustainable approach for FSL programming in NES. The FSL Program Manager will cooperate with key program support functions, including security, finance, HR, administration, logistics, and procurement in order to ensure smooth implementation of FSL activities and will also be responsible for donor coordination, program development, and reporting.

Qualifications:

  • Bachelors degree in related field or equivalent combination of education and work experience
  • Demonstrated experience in leading FSL programming
  • Demonstrated leadership and management skills in a complex international settinga
  • Extensive conceptual skills including development of viable program strategies
  • Demonstrated experience in program design (including proposal development), implementation, monitoring and evaluation
