For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM`s project in Nepal aims at contributing to a sustainable decrease of maternal and newborn morbidity and mortality among the communities of the remote and mountainous areas of Sindhupakchok district, and especially to improve the gender equality to access qualitative maternal and newborn health services through integrated reproductive health and microfinance activities. The 3 main components of the project’s set up are:

  1. To improve the availability and access of/to sustainable and qualitative sexual and reproductive health services in the 10 rural and isolated Village Development Committees (VDCs) of the district. 
  2. To support the empowerment the women of those VDCs while enhancing their economic capacities and Sexual and Reproductive Health (SRH) knowledge: the women have access to micro-finance services and health awareness sessions. 
  3. To strengthen the local governance bodies and community involvement as per the availability of SRH services. More specifically the project aims at increasing the health management while building the capacities of the district health authorities (management and supervision) and health staff (training and coaching). 

The model created by MDM in the last 3 years in Nepal can be a very important innovation regarding SRH topic. Often, financial access is the main barrier for the service’s attendance (preventive, curative, referral), with important negative impact on women’s and newborn morbidity and mortality. Mainly in the patriarchal societies, due to social constrains, women’s status and position in the family/community is affecting their knowledge, possibility to take decisions regarding their health, financial autonomy. MDM project doesn’t only provide financial access to the women, but creates the possibility of a social behavior change.
The already created mechanisms (cooperatives) allow women from remote areas to have financial access for both, obstetrical emergencies (referral) and social empowerment.

MDM in Nepal teams up with different national partners as the District Health Office (DHO) and a local district implementation partner Community Development and Environment Conservation Forum (CDECF). MDM partners as well with the INGO Planet Finance (who provides technical support in terms of evaluations of the microfinance activities of the program) integrates MDM`s experience in the supported areas in exploring ways of assuring financial accessibility of mother and child health care.

TASKS AND RESPONSIBILITIES:

As General Coordinator you are in charge of the mission and are responsible for the daily management of the project activities and the office.

More specifically, you:

  • Coordinate and make the assessment and the analysis of the general context of problems and needs (medical, financial, political, human resources, etc.) 
  • Take part in the program planning’s definition in relation with the desk/associative referent (Board representative) and S2AP (Technical support unit in HQ) 
  • Are in charge of the program`s technical assessments, supervises and organizes the implementation of the activities 
  • Organize the implementation of the program’s continuous assessment with the Community Coordinator, the Medical coordinator and Administrative Coordinator 
  • Organize regular program reviews with all the program partners, to identify lessons learnt, constraints and recommendations 
  • Carry the financial responsibility of the mission and oversee/prepare the budget and budget reporting in coordination with the Administrative Coordinator and HQ 
  • Provide monthly and annual reporting to HQ, funding agencies and authorities where applicable 
  • Manage local staff, organize and provide where necessary training of core team members 
  • Supervise the leading of group dynamic and the work’s coordination, ensure the quality of the mission’s general climate and of working relations 
  • Also ensure smooth partnership with local implementation partner CDECF and the cooperation with INGO Planet Finance, as well as local authorities 
  • See to the actual implementation of the partnership agreements and represent MDM in relationship to (inter)national agencies, authorities and funding agencies 
  • Pursue funding opportunities at country or regional level and are in charge of writing funding proposals and reports where necessary in coordination with the HQ teams 
  • Are in charge of the security of the mission and also ensuring the security guideline is updated and respected by all staff/partners 
  • Make the assessment and analysis of the general context and ensures that HQ is informed accordingly 
  • Are also responsible to have regular interactions with the MDM Head Quarter particularly with the Desk Officer and the associative referent (Board Representative). This includes writing monthly reports and having regular contacts and communication.

  • Post is based in Kathmandu with regular field visits to Sindhulpachok district (Field office in Chautara and locations of operation) 

SKILLS AND EXPERIENCE NEEDED:

  • Minimum 5 years of humanitarian development experience in project coordination 
  • Strong experience in community development, community based program 
  • Experience in networking and representation with government, donors 
  • Experience to work with partners (CBOs, NGOs, govt….) 
  • Experience or training in local governance, gender or related fields is an asset 
  • Experience of Micro-Finance is an asset 
  • Strong project management skills with experience in monitoring and evaluation of health projects 
  • Team management 
  • Ability and interest to implement a program through partnerships 
  • Training methodologies and planning 
  • Financial management (budget construction, follow-up and reporting) 
  • Knowledge of international donors and fundraising processes 
  • Report writing (internal MDM, to partners and other stakeholders as well as donors) 
  • Situation research and analysis 
  • Computer skills (MS Office programs, outlook, internet and networks) 
  • Adaptability, flexibility, diplomacy including patience and team spirit 
  • Field visits require good health as treks are necessary to reach some health facilities 
  • You will be committed to MdM’s values as an organisation and be motivated by its non-statutory, Not-For-Profit model 

Languages:

  • Fluent English (oral and written) mandatory 
  • Nepali desirable
